DESCRIPTION: The U.S. Army Contracting Command, Rock Island, (ACC-RI) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is seeking to identify potential U.S./Canadian sources who are capable of manufacturing and delivering seventeen small caliber ammunition items or configurations consisting of 5.56mm, 7.62mm and Caliber .50. The nomenclatures for each item are listed below. These cartridges are identified by a unique Department of Defense Identification Code (DODIC) that describes the caliber, cartridge type, and the method of pack out. Each DODIC will reference a Distribution D Technical Data Package (TDP) that defines dimensional, material, performance and test requirements for each cartridge. Maximum quantities for each cartridge type can be roughly broken out by caliber as follows: 65M for 5.56mm, 50M of 7.62mm and 20M of .50 Cal for five years for the timeframe FY21-26 in any DODIC combination for an anticipated maximum quantity of 675,000,000 cartridges. 5.56mm: 1. Interested firms should identify sources of supply and their capability for tracer bullets specifically within the United States or Canada but if none are available then outside the United States or Canada. Approval to use Lake City Army Ammunition Plant (LCAAP) as a place of performance and/or approval to use Government property and equipment at LCAAP will not be granted by the Government for this acquisition. However, the Armament Retooling Manufacturing Support (ARMS) tenants at LCAAP may be used on this acquisition as long as the appropriate ARMS approvals have been granted. Distribution Statement "D" means distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only (Critical Technology). These TDPs/Performance Specifications contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the TDPs/Performance Specifications. TDPs/Performance Specifications will not be provided at this time. PLANNED ACQUISITION: The Government is seeking interested sources to fulfill FY21-26 requirements. Submission Information: Interested U.S./Canadian firms who feel they are capable of manufacturing the above cartridges are invited to indicate their interest by providing the Government: 1) A brief summary of its company's capabilities, facilities, personnel, and past manufacturing experience, and 2) Monthly production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities, Information shall be provided electronically to Mr. Mark Stevens at mark.d.stevens.civ@mail.mil.
