The U.S. Army Contracting Command - Rock Island (ACC-RI) intends to issue a request for proposal to Northrop Grumman (NG) for a resultant sole source, contract under the statutory authority, as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for NG to complete vital software updates and deliver the updated remote monitor and control equipment (RMCE) software version 1.2 enhancement to the Government. In order for successful delivery of software enhancement v1.2 to the Government, NG must complete the following: 1.) Successful on-site acceptance tests for RMCE v1.2, 2.) Testing support for RMCE v1.2 Government-conducted tests, 3.) RMCE v1.2 installation effort and installation support at various locations, 4.) Maintaining the systems' cybersecurity posture by producing three quarterly releases, and 5.) Installation of equipment at the new Camp Roberts, California facility (OPTION) This pre-solicitation notification, otherwise known as a synopsis, is not a request for capability statements, quotes, or proposals. This pre-solicitation notice is to comply with the synopsis and posting requirements identified in FAR 5.2. A copy of the redacted sole source justification will be subsequently posted within 14 days of award in accordance with FAR 6.305(a).
