Synopsis: The Recovered Chemical Materiel Directorate (RCMD) of the Chemical Materials Activity (CMA) has the responsibility, as mandated by public law 102-484, for the disposal of all applicable chemical warfare materiel in a safe and environmentally acceptable manner in support of this mission. The Chemical Demilitarization Training Facility (CDTF) is a Government owned contractor operated (GOCO) facility that has been established, operated, and maintained since 1989 through the present at the Edgewood Area of Aberdeen Proving Ground, MD. This contract provides life cycle logistics support for RCMD equipment, provides technical training for operations and maintenance personnel for RCMD equipment, and provides facility operation services for the CDTF complex. For the current contract, a draft solicitation was issued with its umbrella scope of work and task order 0001 scope of work on 10 June 2014, in accordance with FAR provision 52.215-3, request for information or solicitation for planning purposes. The primary purposes of the draft solicitation were to conduct market research for identifying interested parties and to solicit industry's comments to the Government's acquisition strategy for obtaining the continuation of the CDTF support. A one-day pre-solicitation conference was held at the CDTF on 1 July 2014, at the Edgewood Area of Aberdeen Proving Ground, MD. In addition, a tour of the CDTF was conducted by Government personnel; contractor attendance was limited to four persons per interested party. Each interested party provided a list of attendees, no later than five days after the issuance of the draft solicitation. After the pre-solicitation conference, all comments and/or questions regarding the draft solicitation were electronically submitted by the interested parties within twenty (20) calendar days, to the Government for consideration. The cutoff date for questions and comments was 21 July 2014. The Government provided responses to any industry's comments and/or questions to the draft solicitation via the army Single Face To Industry (ASFI) web site, under draft solicitation W52P1J-14-R-0128, 30 days after the close of question and comment submission, on 21 August 2014. Contract W52P1J-15-D-0087 was awarded 27 August 2015, with an effective start date of 24 September 2015. Contract W52P1J-15-D-0087 was for a five year period of execution with a possible five year extension. The purpose of this Sources Sought special notice is to conduct a market survey of interested parties that may have capabilities and past experiences to respond to and comply with the overall objectives and requirements of the contract. Market survey information collected will be utilized by the Government to evaluate and determine if executing the five year option to the current contract is in the Government's best interest, or if the procurement action should go out for a competitive award during FY20. A draft umbrella performance work statement (PWS) and draft first year task PWS is enclosed that describes services to be performed for the Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance contract. Please submit your interest in response to this special notice, along with questions, and a description of your capabilities and past experiences to perform the objectives and requirements contained in the Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance draft umbrella performance work statement (PWS) and draft first year PWS. This description should include equipment logistics support and GOCO facility operation similar in overall magnitude to the RCWM contract requirements. In addition, your description should provide the company name(s) of your prospective contractor team arrangement. Your response shall be e-mailed to Ms. Sarah Lutyens, Contract Specialist, at address: sarah.e.lutyens.civ@mail.mil and to Mr. Brian Murphy, Contracting Officer, brian.j.murphy5.civ@mail.mil. As such, the email submission should be as a word file attachment, Times New Roman (12 pitch), of no more than eight (8) pages (11x8.5). Responses are requested no later than close of business, August 23, 2019. This notice of intent is not a request for competitive proposals; however, all information received within 15 days after the date of publication of this special notice will be considered by the Government. A determination by the Government to execute the five year extension to the current contract, or to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the planning purpose of determining whether to conduct a follow-on competitive acquisition during Fiscal Year (FY) 20, or in FY25 after the five year performance extension is executed.
