This is a SOURCES SOUGHT / MARKET RESEARCH synopsis to request information for Government planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issue a solicitation or award a contract as a result of this announcement. Army Contracting Command - Rock Island (ACC-RI) is seeking qualified and capable potential vendors. This is not a solicitation for receipt of proposals or quotations. All submitted information by interested parties that is received within fifteen (15) days after the date of publication of this synopsis in order to be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. ACC-RI in support of the Recovered Chemical Material Directorate is seeking information on acquiring up to three phase 2 Explosive Destruction Systems (EDS) units to be delivered within 12 to 18 months from award. These units must be able to safely destroy recovered chemical munitions in a containment vessel, which will be in close proximity to where they are recovered in order to reduce chemical munition handling and transport requirements. The EDS design must be a sealed containment vessel, which is able to contain the blast, vapor, and fragments from the chemical munition while protecting people and the surrounding environment. Units will undergo extensive developmental and operational testing (DT/OT), and follow-on testing, and must be approved for chemical disposal operations. Currently, this supply has been deemed to be available only from one source for the continued production of the required system as the Grayloc Products has demonstrated their unique and highly specialized experience, capabilities, and institutional knowledge in providing the previous eight (8) phase 2 EDS vessels. In addition, even though the Government owns the overall technical data package (TDP) for the EDS, the Government's TDP only contains top-level drawings, as provided by the Grayloc Products LLC, for the vessel assembly. The Government's TDP does not contain the necessary detailed manufacturing, performance, and testing criteria drawings/specifications needed to competitively fabricate, assemble and test a phase 2 EDS variant vessel.
