In support of the Product Lead Automated Movement and Identification Solutions (PL AMIS) mission, Army Contracting Command – Rock Island (ACC-RI) awarded a modification to contract W52P1J-17-C-0035 (P00007) to provide United States Army Europe (USARUER) with an automated method of tracking, and approving costs associated with Movement Requests. This effort enhances TOPS existing functionality to provide financial estimation and approval in support of Operation/Exercise, Regional Allocated Forces (RAF) and movement requirements by adding configuration, business rules, reporting and workflow to support USAREUR Movement and Funding Automated Support Tool (MFAST) system requirements in TOPS and will be integrated within the Transportation Coordinators’ Automated Information for Movements System II (TC-AIMS II).

The U.S. Army Contracting Command - Rock Island (ACC-RI) intends to issue Apptricity Corporation (Apptricity) a sole source modification to its five year contract (W52P1J-17-C-0035) to enhance the Theater Operations (TOPS) software modules with functionality to provide financial estimation and approval in support of Operation/Exercise, Regional Allocated Forces (RAF) and movement requirements. The resulting contract action is under the statutory authority, as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(&B). Product Lead Automated Movement and Identification Solutions (PL AMIS) requires Apptricity to provide United States Army Europe (USARUER) with an automated method of tracking, and approving costs associated with Movement Requests. This effort enhances TOPS existing functionality to provide financial estimation and approval in support of Operation/Exercise, Regional Allocated Forces (RAF) and movement requirements. This support involves adding configuration, business rules, reporting and workflow to support USAREUR Movement and Funding Automated Support Tool (MFAST) system requirements in TOPS for transportation financial management capabilities and will be integrated within the Transportation Coordinators’ Automated Information for Movements System II (TC-AIMS II). This project will provide Movement Control Teams (MCTs) the ability to input cos estimates for movement captured within Transportation Movement Requests. Apptricity retains the intellectual property rights to its software and to any derivative works, improvements, enhancements or software modifications as a result of work under this contract. This pre-solicitation notification, otherwise known as a synopsis, is not a request for capability statements, quotes, or proposals. This pre-solicitation notice is to comply with the synopsis and posting requirements identified in FAR 5.2. A copy of the redacted Justification and Approval for limiting competition will be subsequently posted within 14 days of award in accordance with FAR 6.305(a).

The proposed requirement is for services for which the Government intends to award a contract modification to only one source under the authority of FAR 6.31-1. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(b). There is a reasonable basis to conclude that the highly specialized supplies or services are available from only one responsible source and no other supplies or services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency’s requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition. 1. Description of Requirement: Army Contracting Command – Rock Island (ACC-RI) has a requirement to extend the Theater Operations (TOPS) software modules with functionality to provide financial estimation and approval in support of Operation/Exercise, Regional Allocated Forces (RAF) and movement requirements. This TOPS functionality will be integrated with Transportation Coordinators’ Automated Information for Movements System II (TC-AIMS II) to meet the Government’s requirements. The TOPS software has undergone customized development specifically for the Government and is now an integrated, non-severable part of the Transportation Coordinators' - Automated Information for Movement System II (TC-AIMS II) system. Apptricity Corporation retains ownership of the software and grants users’ license rights to its software and to any derivative works, improvements, enhancements or modifications to it as a result of the work performed. Apptricity Corporation owns the source code for the TOPS module. For this reason, there are no other sources that can provide the necessary services for TOPS. Interested parties may identify their interest and capability in response to the requirement. All responsible sources may submit a capability statement which shall be considered by the agency. This capability statement must demonstrate that they have the ability to work with Apptricity Corporation source code for the TOPS software modules. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any respondent requests for solicitation will not receive a response. 2.
