THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSALS. This request for information (RFI) is being used to conduct market research. This is a RFI only regarding Generator Lease and Maintenance Services for Area Support Group - Kuwait (ASG-KU). The U.S. Government is contemplating extending the current Generator Lease and Maintenance contract, but is allowing for industry responses. The current contract expires 30 September 2019, but the first requirement has to be in place by 31 October 2019. The Army Contracting Command - Rock Island (ACC-RI) is issuing this RFI to determine if an adequate number of qualified contractors are capable of providing Generator Lease and Maintenance support for ASG-KU services required in the Area of Responsibility (AOR) location of Kuwait. Currently there are around 350 generator leases being maintained and serviced. The leases range in size from 16 KVA to 1600 KVA. The leases are currently staggered and broken out on different Task Orders based on Period of Performance, each period lasting for 12 months. Any responses to this RFI should include the answer to the following: Can the company have the first set of generator leases (approximately 20 leases ranging in sizes from 80 KVA - 1000 KVA) in place and performing by 31 October 2019? If yes, please provide a description of meeting in-theater requirements and transition plans in order to meet this date. If no, please provide what timeframe would be viable to be fully transitioned and have leases in place. The contractor is required to perform the following: • The contractor shall provide electrical power consultation, electrical power generation systems, electrical power generation systems maintenance/repair, power consumption monitoring, fuel tanks, secondary containment, and services to include the, lease or purchase (as determined by the Procuring Contracting Officer (PCO)), delivery, set up, repair, cleaning and servicing of all equipment required for electrical power generation associated with the contract in order to sustain daily operations at all ASG-KU camps and supported sites. • The contractor shall perform all levels of maintenance on all generators and ancillary electrical or support equipment leased under the contract. • The contractor shall perform the contract with equipment in place, in a manner that will not cause interruption of unit, organization, agency and camp operations. The Government retains the right to terminate the contract at no cost if disruption of electrical power causes Government operations to stop for any length of time, other than by weather, or an accident caused by a third party or adversarial interdiction. The Government reserves the right to terminate the contract on a generator by generator basis provided that the original term of the agreement is reached and a 15 day notice is provided to the Contractor by the KO, unless the contractor has failed to perform. • Should there be another location that requires the same services within the State of Kuwait, the Government reserves the right to, upon reaching an amenable contractual agreement, amend the contract to include the required location. • When the contractor supplies 415/220V 50 Hz generators to power an 11kV system, the contractor shall also supply the transformers to meet the connection voltage requirements. There is an occasional requirement for 120/208V (or 480/277V) 60Hz generators for specific requirements within Kuwait. The contractor shall provide this capability with either a 120/208V (or 480/277V) 60 Hz generator or through a transformer and frequency converter system installed between the generator and the load, as proposed by the contractor and approved by the COR and DPW. Generators will be sized as required, between 10 KVA and 2000 KVA. All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. All information received in response to this RFI marked "Proprietary" shall be handled accordingly. Interested parties are responsible for adequately marking "Proprietary" or "Competition Sensitive" information contained in its response. Not responding to this RFI does not preclude participating in any future requirements, if issued. Responses to this RFI will not be returned. This notice is for information purposes only and no solicitation document will be available and telephone, fax, or email requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. The U.S. Government requests that interested parties respond to this notice by providing a brief description of the company and its capabilities of meeting the requirement for the Generator Lease and Maintenance services mission for ASG-KU, as described above and capability to be fully operational for the first round of leases by 31 October 2019 at the required location. If an interested contractor cannot meet this operations requirement, it is requested that a capability statement be provided to include what timeframes can be accommodated and the rationale for needing additional time. The capability statement shall also include the following: contractor name, CAGE code, DUNS number, Tax ID number, size category and socioeconomic status, point of contact, address, telephone and fax numbers, website and e-mail addresses, and a brief description of recent and relevant projects for tasks similar to those of the Generator Lease and Maintenance requirements.
