USACE Caribbean District seeks an IDIQ single-award task order contract for comprehensive quality assurance services across Puerto Rico and the U.S. Virgin Islands. The contractor will support Civil Works, IIS, and MILCON projects by monitoring compliance, reviewing engineering submittals, conducting field inspections of dams, levees, pump stations, and flood control gates, and performing certified soil, concrete, and water sampling/testing, including daily safety monitoring and QA inspection reports. This procurement is a total small business set-aside under NAICS 541990 with a $19.5 million size standard. The ordering period consists of a one-year base, four 12-month options, and one six-month option, for a total duration not to exceed five years and six months. The maximum program capacity is $35 million across the contract life.
