The U.S. Army Corps of Engineers seeks a contractor to establish and operate a fully equipped materials testing laboratory in San Juan, Puerto Rico, to support three major construction projects. The contractor must provide all materials, equipment, labor, and data management systems to set up and run the lab from a Government-provided facility. The laboratory will conduct Quality Assurance testing on soils, aggregates, concrete, and other construction materials and must be validated by the USACE Material Testing Center. The Government reserves the right to direct adjustments in contractor personnel levels.
