ACC-RI intends to issue a firm-fixed-price, sole-source task order to Groundswell for its Audit, Inspection, and Review Solution (AIRS) through the DoD ESI BPA. The action supports the Civilian Human Resource Agency’s transition to the Enterprise Business System – Convergence (EBS-C) and its financial audit operations, helping ensure accuracy, compliance, and efficient management of civilian HR financial data. The sole-source justification is the unique, highly specialized nature of Groundswell’s AIRS, which integrates with the Appian interface within EBS-C and is mandated by Army Audit Agency policy for audit readiness.
