Army Contracting Command – Rock Island, on behalf of the Department of War CIO’s Cyber Academic Engagement Office and Workforce Innovation Directorate in Washington, DC, intends to award a sole-source order to Computable Insights LLC, a Salesforce subsidiary, for software subscriptions and professional implementation services supporting the Cyber Academic Management System (CAMS). The work will help modernize CAEO’s digital ecosystem for managing cyber workforce and academic engagement initiatives. The scope includes deploying a Minimum Viable Product to automate academic workflows, integrate data reporting, and establish an external stakeholder portal. The sole-source action is justified under FAR 6.302-1 because market research indicates Computable Insights is the only responsible source with the required OEM-exclusive capabilities, technical access, security authorizations, platform qualifications, and architectural expertise to meet the Government’s schedule without unacceptable performance risk or substantial duplication of cost. The Army will continuously evaluate emerging capabilities and reassess every 18–24 months.
