Basic Ordering Agreement for Steel
The government is establishing multi-award, no-cost Basic Ordering Agreements (BOAs) for raw metal stock and components via a three-step process: solicitation, BOA qualification, and order-level competition among active BOA holders. This initial solicitation is the only opportunity to qualify for a BOA, which is valid for up to five years; future orders will be firm-fixed-price and competed only within the BOA pool. Contractors must demonstrate technical capability for at least 50% of the items in Attachment 001, maintain a CMMC Level 2 conditional self-assessment, and comply with subcontracting limits and the Non-Manufacturer Rule. Performance will be at various CONUS sites including Blue Grass Army Depot, Pine Bluff Arsenal, Letterkenny Munitions Center, Crane Army Ammunition Activity, Tooele Army Depot, McAlester Army Ammunition Plant, JMTC, and TACOM. The government intends to execute BOAs without discussions based on acceptable technical ratings, with no pricing evaluated at this stage, and proposals must remain valid for 180 days.
