Foreign Representative (FR): A person, regardless of citizenship, who represents a foreign interest in his or her dealings with the U.S. Government, or a person who is officially sponsored by a foreign government or international organization. A U.S. national will be treated as a foreign person when acting as a foreign representative. In accordance with (IAW) Army Regulation 380-10, Foreign Disclosure and Contacts with Foreign Representatives, all official foreign government, North Atlantic Treaty Organization (NATO), and other international organization representatives who request access to a JPEO A&A facility for official purposes must be coordinated by the foreign government or international organization’s accredited military attaché or designee via the DoD FVS. Foreign Representatives must provide a one-time visit request. The One-Time visit policy applies to but is not limited to, marketing visits, courtesy calls and contract-related meetings or reviews*. The following foreign disclosure requirements MUST be followed for all non-government sponsored foreign visitors. The One-Time visit request must be received in the following format. A letter that is on company letterhead, signed by an individual from the security or personnel office at that location, or a Department Head of the visitor’s organization, (NOT THE VISITOR). Amendments may only accomplish the following: • Add and/or delete visitors. • Modify the visit date(s) • Cancel a previously submitted visit request. Once the JPEO A&A FDO has processed the request and all named visitors have been properly vetted, the FDO will notify the requestor and JPEO A&A visit POC that the request has been approved or denied. The FDO will coordinate with the visit POC to finalize all instructions for the visit. This industry day follows the Sources Sought Notices (SSNs) that were issued on 06 March 2025 and will cover both the Grenades (M67, M69, M111, and M112) and fuzes (M213, M228, M201A1, M201A1 Mod 3, and M208) contracts. It will provide the opportunity for a focused forum to discuss Government requirements, obtain industry feedback, and answer questions on the draft Request For Proposals (RFPs), acquisition strategy, and contracting approaches. The Government will consider industry feedback ahead of the release of the final RFP in fiscal year (FY) 2026. (end update) The Army Contracting Command – Rock Island (ACC-RI), on behalf of Project Manage, Close Combat Systems (PM CCS), is providing information to industry regarding the Grenade, Hand Fragmentation Delay M67 (M67 Fragmentation Hand Grenade), Grenade, Hand: Offensive, M111 (M111 Offensive Hand Grenade), and Body, Practice Hand Grenade: Offensive, M112 (M112 Practice Offensive Hand Grenade Body). The purpose of providing this information is to conduct ongoing market research and to identify interested sources capable of manufacturing and delivering the following items: GRENADE, HAND FRAGMENTATION DELAY M67 (M67 Fragmentation Hand Grenade), NSN: 1330-01-563-0592, DODIC: G881, Top Level Drawing: 9235492, Specification: MIL-DTL-14933. The M67 Fragmentation Hand Grenade produces casualties by high velocity projection of fragments in a uniform pattern when detonated. The M67 utilizes a steel spherical body filled with high explosives that are initiated by a pyrotechnic delay fuze. This device is comprised of three (3) major components: 1) the metal body, 2) a pyrotechnic delay detonating fuze, and 3) the Load, Assemble and Pack (LAP) of the explosive composition and the components into the final assembly. The final assembly utilizes military packaging (fiber tube (individual grenade) and wooden overpack). GRENADE, HAND: OFFENSIVE, M111 (M111 Offensive Hand Grenade), NSN: 1330-01-648-9824, DODIC: GG37, Top Level Drawing: 13068375, Specification: MIL-DTL-32581. The M111 Offensive Hand Grenade is designed to produce casualties during close combat while minimizing danger to friendly personnel. The grenade is used for concussive effects in enclosed areas. The M111 produces a shock wave, known as blast overpressure, in enclosed areas greater than those produced by the lethal M67 Fragmentation Hand Grenade during detonation. Therefore, it is very effective against enemy soldiers located in bunkers, buildings, and fortified areas. The output couples a bright flash, loud explosion, and enhanced blast overpressure. BODY, PRACTICE HAND GRENADE: OFFENSIVE, M112 (M112 Practice Offensive Hand Grenade Body), NSN: 1330-01-651-4358, DODIC: GG38, Top Level Drawing: 13068386, Specification: MIL-DTL-32580. The M112 Practice Offensive Hand Grenade Body with M228 Practice Fuze is a reloadable trainer. The M112 body is intended to replicate the size, shape, and weight (minus the fuze weight), and markings of the M111. Responses: 1. Interested companies should respond by providing the Government with a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. The NAICS code for this item is 332993, Ammunition (Except Small Arms) Manufacturing with a business size standard of 1500 employees. Respondents should indicate its business size in its response. 2. Interested companies should also provide its minimum and maximum monthly production capability (and if manufacturing resources are shared with other item/production lines) for each of the items. Additionally, it is requested that respondents recommend a Minimum Procurement Quantity required for economical production. 3. Due to current global supply chain and other factors, respondents are asked to identify any components or materials that may be subject to price volatility or scarcity, and address what actions its firm is doing to mitigate risk related to obtaining materials, price impacts, and production stability. 4. A respondent to this notice should be able to demonstrate it possesses adequate technical and manufacturing capability and satisfactory past performance in the explosives processing industry. A respondent to this market survey/sources sought must have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not currently have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate its ability to obtain these resources in a timely manner to meet immediate Government/ Foreign Military Sales (FMS) requirements. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM) database. 5. The Government’s acquisition strategy and any resultant Request for Proposal may be to establish a firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s). The period of performance of the contract may be for three years or for five years. Respondents are requested to provide feedback on the perceived benefits and detractors of a three year or five year IDIQ contract period of performance. 6. In accordance with Section 806, Procurement of Conventional Ammunition, of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, certain aspects of any resultant RFP and contract award(s) may limit competition to the National Technology Industrial Base (NTIB), namely the United States and Canada, for various components, LAP activities, and/or end items. Respondents are requested to identify any known or potential implications any NTIB restrictions may have on its ability to produce the identified end items. 7. The M111 Offensive Hand Grenade has not entered into full rate production as of the date of this notice. Limited quantities of the M111 have been produced during the course of design development, safety testing, and to support type classification and materiel release. There are currently no known design issues that would preclude the M111 from achieving full materiel release and transition into full rate production. However, there is a known risk related to the M111’s energetic fill (PAX-3 high explosive). One constituent of the energetic fill, the BDNPAF binder, has limited sources of supply. A contractor’s inability to source this binder to produce the energetic fill or ultimately source the energetic fill required to produce the M111 may be experienced. The Government does not intend to provide the energetic fill as Government Furnished Material (GFM). Respondents should provide detailed information related to sourcing the constituent materials and ultimately the energetic fill for the M111. 8. The items identified in this notice were previously procured via a consolidated contract which also included various grenade fuzes (M201 A1, M201 A1 Mod3, M208, M213, and M228 fuzes). Respondents are requested to provide industry perspective whether a consolidated contract (grenades & fuzes on the same contract) or a breakout-strategy (standalone grenades contract(s) & standalone fuze contract(s)) would be of greater benefit to interested parties and why. 9. Multiyear Procurement (MYP): MYP is a method of competitively purchasing up to 5 years of requirements in one contract, which is funded annually as appropriations permit. If it is necessary to cancel the remaining quantities in any year, the contractor is paid an agreed-upon portion of the unamortized non-recurring start-up costs. MYP must be approved by Congress. Respondents are requested to provide industry perspective whether MYP for this requirement would enable industry partners to provide beneficial terms to the Government (e.g. unit pricing, dedicated resources, delivery schedule, etc.) as well as benefits to your firm’s business planning and execution. This sources sought notice/market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. All information submitted will be held in a confidential status. Market Research means collecting and analyzing information about capabilities within the market to satisfy agency needs. The Government will utilize the information provided only to develop the acquisition strategy for future requirements that may materialize, including FMS requirements. Once a notional acquisition strategy is prepared based on the collection and analysis of responses, the Government must seek a myriad of approvals to proceed with that strategy (e.g. Full & Open Competition vice Sole Source) and prepare the resultant Request for Proposal. If the Government’s strategy is misinformed by the responses, or lack thereof, collected and analyzed in response to this Sources Sought Notice, significant delays related to source selection and requirements for submission of certified cost and price data to conduct a cost analysis and any applicable DCAA audits may be realized. Interested contractors that currently possess the capabilities to produce these items are encouraged to respond with its capability statements or otherwise respond affirming that they are NOT interested in this requirement, with rationale. Interested contractors that do not currently possess the capabilities to produce these items are encouraged to respond with its capability statements; however, it is imperative that the response be thorough and reflect the company’s true intent and commitment to obtain the resources to become a successful manufacturer. All of these considerations will impact the Government’s strategy and may ultimately impart significant delays and administrative burdens on contractors seeking a contract award should that strategy be incorrect. Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for these items.
