Task Order W519TC-23-F-2606 was awarded sole source to AT&T due to the First Responder Network Authority (FRNA) that was established by Congressional directive within Public Law 112-96, Title VI, Sec 6202. The Nationwide Public Safety Broadband Network (NPSBN) known as FirstNet was provided through a 25-year public private partnership which was awarde by an open competitive contract award to AT&T, who is the only broadband service provider with full government oversight from the First Responder Network Authority.
