Request for Information Army Enterprise Cloud Financial Operations (FinOps) Requirement - Army Enterprise Cloud Management Agency (ECMA) 1. Description The Army requires an Enterprise scale capability to providing the Government with expertise, training and application of Cloud FinOps. THIS RFI IS ISSUED FOR INFORMATION AND PLANNING PURPOSES – IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS RFI DOES NOT COMMIT THE ARMY TO CONTRACT FOR ANY SUPPLY OR SERVICE WHATSOEVER. In 2019 the Army stood up the Enterprise Cloud Management Agency (ECMA) to kickstart cloud migration. ECMA identified the need for a prototype process to help the Army effectively and efficiently plan, budget for, and consume commercial cloud services. In March 2021, ECMA awarded the Cloud Account Management Optimization (CAMO) Agreement to a vendor to develop this prototype process and provide Cloud Service Provider (CSP) reselling services to the Army. Today, CAMO operates as the Army’s centralized CSP reseller and provides Financial Operations (FinOps) capabilities through a Government off the Shelf (GOTS) tool called CloudTracker. CloudTracker has provided the Army with a solid foundation on which to conduct initial FinOps but given the sharp increase in cloud usage year over year, the Army requires additional FinOps capabilities and training for application owners and the Army’s Enterprise cloud environment, known as cARMY. Please see the Attachments of the RFI and PWS. The responses are due no later than 1300 EST on 16 June 2023 to dylan.t.lagerstam.civ@army.mil and janessa.l.argo.civ@army.mil .
