The U.S. Army Contracting Command–Rock Island, for PM Close Combat Systems, is conducting market research to identify capable sources for producing and delivering the BSU-33 C/B Conical Fin Assembly (NSN 1325-01-614-4020) and the ADU-426/E Pallet Adapter for FY2028–2032 requirements. The Government is considering one firm-fixed-price production contract with five one-year ordering periods at approximately 3,000–5,000 fins per year; the fin supports USAF/USN bombing missions and attaches to the 500 lb MK 82/BLU-111 general-purpose bomb. Required capabilities include steel alloy fabrication, welding—including AWS D17.1 Class A/B and D17.2 resistance welds—heat treating, machining, coatings, and metal forming, with First Article, preproduction, and lot acceptance testing; the Government anticipates furnishing the MK3 MOD 0 Pallet as Government Furnished Material. Access to the Distribution D technical data package requires U.S./Canada Joint Certification Program registration, a SAM.gov account, and Data Custodian approval, and future solicitation documents are expected to be posted and managed via PIEE. The preferred production schedule calls for First Article Test 270 days after award and production deliveries to commence 365 days after award, and interested firms should provide capability information, ROM pricing for FY28 quantities and First Article samples, capacity, and supply-chain risk mitigation.
