Design and Construction of a Modernized Industrial Wastewater Treatment Facility (Bioplant) at Radford Army Ammunition Plant (RFAAP)
The Army Contracting Command seeks sources to design, construct, and commission a modernized industrial wastewater treatment facility (Bioplant) at the Radford Army Ammunition Plant in Virginia, capable of treating up to 2.5 million gallons per day of complex wastewater for discharge into the New River. Interested parties must demonstrate a proven process for treating propellant waste streams and the ability to conduct a continuous 12-month prototype/pilot test using RFAAP wastewater. Respondents should provide relevant experience within the last ten years designing and constructing a wastewater facility with a baseline capacity of 1.5 MGD, with strong consideration given to work at military or Government-Owned Contractor-Operated (GOCO) facilities. Submissions are due by 12:00 p.m. CDT on July 2, 2026, and must include company information, technical expertise, and compliance with cybersecurity, safety, and environmental permitting requirements. The government intends to award a Fixed-Price Other Transaction Agreement, with a follow-on Request for Solutions expected within 30 days of this notice.
