The purpose of this notice is to synopsize the Kuwait Ammunition Supply Point and Theater Storage Area 3.0 (ASP/TSA 3.0) requirement in accordance with Federal Acquisition Regulation 5.207. Army Contracting Command – Rock Island (ACC-RI) intends to issue a solicitation for Class V munitions supply support for all ammunition stocks accounted for by 1st Sustainment Command (Theater)(1st TSC) to U.S. Military / Government component, Department of Defense agencies and, as required, Coalitions Forces in the U.S. Central Command Area of Responsibility. It is estimated that the Request for Proposal, W519TC-24-R-0005, will be issued on or about 27 March 2024. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. ACC-RI intends to conduct a full and open, best value competition to award a single Cost-Plus-Fixed-Fee contract. The period of performance is anticipated to consist of a nine-month base period with four one year evaluated option periods and will also include Federal Acquisition Regulation clause 52.217-8, Option to Extend Services, for up to six-months. A 90-day mobilization period is applicable. The successful offeror for this acquisition will be required to support the 1st TSC for those interconnected warehouse operations support services that are critical to mission accomplishment, and cannot be efficiently acquired independently via separate competitive acquisitions. Please reference the attached PWS for a list of principal functions/tasks. It should be noted that any interested parties must be able to demonstrate the existence of a current U.S. facility clearance to the SECRET level IAW DODD 5220.22, National Industrial Security Program Operating Manual. This SECRET level clearance may also apply to affiliates, team members, and subcontractors if they have access to classified information. At the time a future solicitation is issued, all respondents will be required to submit Facility Clearances for all entities who will be handling classified information (to include, but not limited to: subcontractors, teaming, and any joint ventures) in accordance with the directions delineated in said solicitation document. A sources sought announcement was issued on 26 December 2023 in effort to seek interest from industry, prior to release of a potential solicitation. Responses were due 17 January 2024 and the Government received information from five companies. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.

This is a Request for Information (RFI) only regarding a tentative requirement for services at the Ammunition Supply Point (ASP) and Theater Storage Area (TSA) located at Camp Arifjan and Camp Buehring, Kuwait. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government (USG) to contract for any supply or service whatsoever. ACC-RI is issuing this RFI to determine if an adequate number of qualified contractors are interested in and capable of performing the technical, functional, and performance characteristics of providing Class V munitions supply support for all ammunition stocks accounted for by the 1st Theater Support Command (TSC) to U.S. Military/Government component, Department of Defense (DOD) agencies and, as required, Coalition Forces in the Central Command (CENTCOM) Area of Responsibility (AOR). The Government will use the responses received for information/planning purposes and to identify potential sources as part of market research. All information submitted in response to this announcement is voluntary; the USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Contract Opportunities at SAM.GOV. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this requirement. A draft Performance Work Statement (PWS) is attached which describes the technical, functional and performance characteristics of the work to be performed. It identifies essential functions and provides standards that shall be evaluated in terms of quality and/or timeliness of output. The Draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any future RFP. The anticipated period of performance is base year with five one-year options, and a FAR 52.217-8 extension for up to six-months. A 90-day mobilization (phase-in) period is applicable. All information received in response to this RFI marked “Proprietary” and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responders are solely responsible for all expenses associated with responding to this RFI. ACC-RI will not pay for information received in response to this RFI. Responses to the RFI will not be returned. The USG requests that interested parties respond to this notice by providing a brief description of the company and its capabilities of meeting the draft PWS requirements for the ASP/TSA as described in the attached draft PWS and phase-in capability within ninety (90) days of contract award. If an interested contractor cannot meet the 90 day phase-in performance requirement, it is requested that a capability statement be provided to include what timeframes can be accommodated and the rationale for needing the additional time. The capability statement shall all also include the following: contractor name, CAGE Code, Unique Entity ID, Tax ID number, size category and socioeconomic status, point of contact, address, telephone numbers, website and email addresses, and a brief descriptions of recent and relevant projects for tasks similar to those listed in the Draft PWS.
