The U.S. Army Contracting Command - Rock Island, on behalf of the Project Lead for Joint Ammunition and Weapon Systems, Picatinny Arsenal, NJ intends to issue a competitive Request for Proposal (RFP) W519TC-24-R-0002, on or around 12 August 2024, with an estimated closing date of 45 days after issuance. This RFP is restricted to the United States or its outlying areas for the following items: Item NSN Part Number BDU-50 D/B CDI 1325-01-607-6844 (with MHU-149/E Pallet) 923AS1100 BDU-50 D/B CDI 1325-01-607-6840 (with MHU-122/E Pallet) 923AS1100 The U.S. Government intends to award a Firm Fixed Price (FFP), five-year, Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Offeror whose proposal represents the best value to the U.S. Government, non-price and price factors considered. The total minimum guaranteed quantity (MGQ) is a quantity of 8,004 each BDU-50D/B CDI Practice Bombs. The NAICS code for these items is 332993, Ammunition (except Small Arms) Manufacturing, with a business size standard of 1,500 employees. The RFP will solicit proposals for a single Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract which will consist of five one-year ordering periods to cover Fiscal Years (FY) 2025 - 2029 requirements. A minimum guaranteed quantity (MGQ) of 8004 each BDU-50 D/B CDI Practice Bombs will be satisfied during the first ordering period. First Article Test (FAT) will be required. FAT shall be conducted 240 days after issuance of the Delivery Order. FAT Reports are required to be submitted for U.S. Government disposition 270 days after issuance of the Delivery Order. Once submitted, the U.S. Government has 30 days to provide disposition. FAT Report approval is required before production can commence. Production deliveries shall commence within 365 days after issuance of the Delivery Order. All quantities awarded shall be delivered within 12 months of the start of production. TECHNICAL DATA PACKAGES: The Technical Data Package (TDP) associated with the BDU-50 D/B CDI Practice Bombs is classified as Distribution D, limited distribution authorized to the Department of Defense (DoD) and U.S. DoD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979, as Amended, titled, 50 U.S.C. App 2240 Et Seq. Violations of these export laws are subject to severe criminal penalties. Dissemination shall be in accordance with provisions of DoD Directive 5230.25. If Offerors want to be certified in order to receive the Technical Information for this solicitation, they must fill out a registration form at: http://www.dla.mil/HQ/LogisticsOperations/Services/JCP/DD2345Instructions/. Once the RFP is issued in SAM.gov, the Offerors must request explicit access through the "attachments/links" tab in SAM.gov under RFP W519TC-24-R-0002, in order to obtain the Technical Information for this solicitation. Further, an Offeror must have an approved DD Form 2345, Military Critical Technical Data Requirement, on file with the Joint Certification Program (JCP) in order to be granted access to the Technical Information. Restricted technical data will not be available to an Offeror who has not been certified.
