Lowest priced technically acceptable (LTPA) criteria will be used to make award. Responders are solely responsible for all expenses associated with responding to this synopsis. Army Contracting Command - Rock Island (ACC-RI) will not pay for information received in response to this synopsis. Offers from concerns other than the above are not solicited, however, all responsible sources may submit a quotation with a proposal which will be considered by ACC-RI. This notice is published for subcontracting purposes only. U.S Army Garrison – Rock Island Arsenal (USAG-RIA) has a requirement for Substance Abuse Prevention. Substance Abuse Prevention Services contains a variety of work requirements to include all aspects of substance abuse prevention such as abuse planning, campaign coordination and execution, training, marketing, partnering with RIA community forums and administrative aspects of the work. Work is governed by AR 600-85, Army Substance Abuse Program (ASAP). The Period of Performance (PoP) will be 23 June 2023 – 22 June 2028.

The purpose of this notice is to gain knowledge of potential qualified sources to perform Substance Abuse Prevention Services in support of U.S. Army Garrison - Rock Island Arsenal (USAG-RIA). Requirement is for all personnel, supervision, access to prevention resources and non-personal services necessary to perform Substance Abuse Prevention Services. The U.S. Army Contracting Command-Rock Island (ACC-RI) is seeking sources only. ACC-RI intends to consider all capability statements when developing its finalized acquisition strategy and resulting solicitation(s). Please submit all capability statements as outlined below by 12:00 P.M. CST on January 04, 2023, by email to angel.j.traman.civ@army.mil. This is for information only which may be used for planning purposes and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. ACC-RI will only utilize the information you provide in developing its acquisition approach for future requirements. The capability statement should clearly address the following areas: Vendor’s Size Standard, DUNS Number, EUI, Cage Code Prime for Life Instructor certification per PWS Section 2.4.4 If no Prime for Life Instructor certification per PWS Section 2.4.4, provide information on how long to obtain this certification? Provide proof of Certified Prevention Professional (CPP) or Certified Prevention Specialist (CPS) credentials per PWS Section 2.4.4? If no CPP or CPS credentials per PWS Section 2.4.4, provide how long to obtain this credential and the steps needed. Provide information to demonstrate a minimum of a Bachelor’s Degree in a Social Sciences Field (Psychology, Social Work, and Counseling) from an accredited college or university per PWS Section 2.4.3? Provide information to support staffing an office at RIA to provide (1) Full Time Employee (FTE) to perform services in accordance with the PWS.
