This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 15, as supplemented with additional information included in this notice. This announcement is for notification (a notice) only that a solicitation is being issued for TOPS PPSS. The solicitation number is W52P1J-23-R-TOPS and the Request for Proposal (RFP) is attached to this notice. The Government has an approved Justification and Approval for Other Than Full and Open Competition and is only seeking a proposal from Apptricity Corporation (Apptricity). Logistics Information Systems (LIS) has a requirement for the continuation of technical and engineering support services for the Theater Operations (TOPS) software module developed by Apptricity and modified by Apptricity to meet Government's requirements. Army Contracting Command-Rock Island (ACC-RI) intends to solicit and negotiate with only one source, Apptricity, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Apptricity is the sole supplier, with no authorized resellers and holds proprietary rights. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARS), Army Federal Acquisition Regulation Supplement (AFARS), and Class Deviations (CDs). The associated NAICS code is 541512. The Government anticipates award of a firm fixed price contract.
