Description of Synopsis – RFP W519TC-23-R-2076 1. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the FAR (Federal Acquisition Regulation) Part 13 in conjunction FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only Combined Synopsis/Solicitation requested, and a written solicitation will not be issued). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 238190, Product Service Code 1730. 3. Offerors must be registered in the Central Contractor Registration (SAM) at http://www.sam.gov, in order to be considered for award. 4. The Combined Synopsis/Solicitation is issued as a Request for Quotes (RFQ). The award will be Firm Fixed Price (FFP). 5. Note: The description herein is a summary of anticipated services and is not intended to be all-inclusive. 6. The Ministry of National Guard (MNG) Aviation Airbase at Dirab and Kashm Al Aan was previously constructed with parking stands without mooring eyes and grounding points for securing aircraft. The Contractor (KTR) shall repair and modify items as mentioned in this Statement of Work (SOW) to meet the requirements in accordance with UFC 3-260-01 Appendix B Section 11. This contract will provide for an initial install and schedule. Contractor shall have qualified staff to accomplish all requirements outlined in this SOW. The project site is located at the MNG Aviation Airbase in Kashm Al Aan, east of Riyadh, and in Dirab, south-west of Riyadh, Kingdom of Saudi Arabia (KSA). 7. Reference PWS and all attachments for all requirements prior to submitting a quote using quote structure attachment. 8. Questions are due via email to the Contracting Officer: Linda A. Matos at linda.a.matos.civ@army.mil with RFQ#W519TC-23-R-2076 in the subject line by 1500 KSA time 17 September 2023. NO EXCEPTIONS. 9. Cage Code is required with quote submission. 10. There are no restrictions for offerors located in the United States of America. 11. For offerors located in KSA, you are required to provide documentation of your Company’s Commercial Registration and your General Authority for Zakat and Tax Certificate. You are also required to submit your proposal in SAR and you shall provide the pricing for the 15% Saudi Arabian Value Added Tax (VAT). Please use quote structure attachment. 12. All offerors shall include past performance information and current technical capabilities to meet the requirements of this solicitation. 13. Proposals shall remain valid for sixty (60) days after quote submission. 14. Any information provided to the Government is strictly voluntary and to be provided at no cost to the Government.
