Amendment 0001 - Extend Closing Date: The purpose of Amendment 0001 to Solicitation W519TC-23-R-2046 for the Garrison Army Substance Abuse Prevention Services requirement is to extend the closing date from May 23, 2023 09:00AM CST to May 31, 2023 12:00PM CST. This is a combined synopsis/solicitation for a Contract to provide Army Substance Abuse Prevention (ASAP) Services at Rock Island Arsenal (RIA) Rock Island, IL. This solicitation is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. 1. The U.S. Army Contracting Command - Rock Island (ACC-RI) hereby Requests a Proposal (RFP) W519TC-23- R-2046 for the procurement of ASAP Services for all personnel, supervision, access to prevention resources and non-personal services for the U.S. Army Garrison-Rock Island Arsenal (USAG-RIA), in accordance with (IAW) Attachment 0001 - PWS ASAP Services, dated 14 January 2022. 2. This solicitation is issued as a 100% Small Business Set-Aside. The RFP will be Firm Fixed Price (FFP) and IAW the provisions and clauses included in this solicitation. The resultant award will be a FFP Contract. 3. The U.S. Government intends to make a single award to the Lowest Price Technically Acceptable (LPTA) Offeror with acceptable Past Performance as outlined in FAR Clause 52.212-2 Evaluation Commercial Items. The Government reserves the right to award no contract at all, depending on the quality of the quotes, prices submitted, and the availability of funds. 4. Offerors proposal submittal shall include a completed Attachment 0002 Pricing Matrix to include the base and all option periods. The Technical and Past Performance submittals as outlined in FAR 52.212-2 in the solicitation, page 19. Please confirm that you do not take any exceptions to the RFP. 5. This will result in a five (5) year contract consisting of a one-year base with four (4), one (1)-year evaluated option periods. There is a six (6) month extension evaluated option if FAR 52.217-8, Option to Extend Services, is exercised. Period of Performance (PoP) is: Base Period: 30 June 2023 – 29 June 2024 Option Period 1: 30 June 2024 – 29 June 2025 Option Period 2: 30 June 2025 – 29 June 2026 Option Period 3: 30 June 2026 – 29 June 2027 Option Period 4: 30 June 2027 – 29 June 2028 6 month extension: 30 June 2028 – 29 December 2028 6.
