REPLACE 13.8KV OVERHEAD CIRCUITS 1E & 2E WITH UNDERGROUND ELECTRICAL INFRASTRUCTURE The United States Army Contracting Command - Rock Island (ACC-RI) is issuing a Request for Proposal (RFP) for the replacement of 13.8kV Overhead Circuits 1E & 2E with underground electrical infrastructure. This requirement allows for full and open competition. All work is to be completed in accordance with the Scope of Work (SOW) for project 2019-4350, associated attachments, and terms and conditions included within the RFP. See Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.236-7001. The RFP contains one firm-fixed price base bid contract line item number (CLIN), one firm fixed price option bid CLIN, and a time and material CLIN for common earth (dirt and rock) excavation. In accordance with Federal Acquisition Regulation (FAR) 36.204(g), the magnitude of this project is between $5,000,000.00 and $10,000,000.00. Performance and Payment Bonds are required. Any interested offeror will be required to have an active Joint Certification Program (JCP) account in order to obtain access to secure documents. The Army Contracting Command - Rock Island is issuing this pre-solicitation synopsis for W519TC-23-R-2041, which corresponds to the Repair of 13.8kV Overhead Circuits 1E & 2E with Underground Electrical Infrastructure project on the Rock Island Arsenal in Rock Island, Illinois. This requirement allows for full and open competition. The corresponding NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. It is anticipated that a solicitation will be forthcoming, which will include all the necessary documentation, including a Scope of Work. In accordance with Federal Acquisition Regulation (FAR) 36.204(g), the magnitude of this project is between $5,000,000.00 and $10,000,000.00. Government Electrical Concept Drawings and Diagrams with demolition and new work will be provided as design guidance.
