Question 1: During the sight visit we were told to only quote the parking lot, not the roadways. According to the SOW we are also providing services for the roadways, please provide directives. Answer 1: The SOW calls out patching A Street as well as the parking area. A street is the short “roadway” in the middle of the parking areas between the entrance roadway and the parking lot closest to the buildings. See attached map highlighting A street in orange. The purpose of this amendment is to extend the solicitation closing date to 0900 central on 05 September 2023, and update the POC for this solicitation. The U.S. Army Contracting Command – Rock Island (ACC-RI) is contemplating award of a Firm-Fixed-Price (FFP) purchase order contract to repair damaged pavement on the roads and parking areas around the Pass and ID center, as well as overlay the southeast parking lot located at Pine Bluff Arsenal (PBA). The requirements shall be completed in accordance with and meet all requirements of the Statement of Work (SOW), and specifications contained in this solicitation. This is a combined synopsis and solicitation prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is requested, and a written solicitation will not be issued. This is a total small business set-aside solicitation, in accordance with authorization provided at Federal Acquisition Regulation 19.502-2 – Total small business set-asides. The corresponding NAICS code is 237310; the small business size standard is $39,500,000.00; and the Product Service Code (PSC) is Z2LB. Vendor will perform work required under this solicitation via FOB Destination at Pine Bluff Arsenal, postal address: 10020 Kabrich Circle Pine Bluff, Arkansas 71602-9500 Inspection and Acceptance will occur at Destination. Period of Performance: The vendor shall complete all requirements within 30 days from Notice to Proceed (NTP) issuance. A Site Visit will be held prior to the closing date of this solicitation. An amendment to the solicitation will be posted at SAM.GOV providing the date and details of the site visit, and instructions to gain access to Pine Bluff Arsenal. Refer to the attachments contained in this solicitation for additional details. Amendment 01 to solicitation W519TC-23-Q-2331 has been executed as of 27JUL2023. The purpose of Amendment 01 is to schedule a Site Visit. Amendment 01 can be found in the list of Attachments associated with this solicitation.
