Answer: No. The subcontractor’s certifications cannot be utilized to satisfy the certification requirements of this solicitation for a prime contractor who is not a certified body. Q & A 11/15/2022: Question: Can you please confirm that it is acceptable if a prime contractor teams with an accredited certification body, such that the accredited certification body will be performing the inspection and recertification scope of services? Answer: There are no limitations on sub-contracting on this solicitation. Because this requirement is a 100% Small Business Set-Aside, the prime contractor must be a small business in accordance with NAICS code 541611. 1. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command – Rock Island (ACC-RI) hereby requests a quote for Auditing Services to support International Organization of Standards (ISO) certification in support of the Pine Bluff Arsenal (PBA) in accordance with (IAW) Attachment 001 “PBA ISO Services – PWS”. 3. Solicitation W519TC-23-Q-0306 is issued as a Request For Quote (RFQ), 100% Total Set Aside for Small Business concerns, in accordance with (IAW) FAR 19.502-2 and the terms and conditions listed below under the heading “Contract Terms and Provisions”. This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13. The Government Anticipates awarding a firm-fixed price contract with a base year and four 1-year options, as follows: Period of Performance: Base Period: Date of Award – 365 days after award Option Period 01: 366 days after award - 731 days after award Option Period 02: 732 days after award – 1,097 days after award Option Period 03: 1,098 days after award – 1,463 days after award Option Period 04: 1,464 days after award – 1,829 days after award 4.
