The purpose of amendment 0003 is to answer questions from industry. Question: Is the unit going to be hard piped into the existing system or will stainless steel flexible hoses be needed?” Answer: The unit will be hard piped into the existing system. The purpose of amendment 0002 is to extend the closing date of combined synopsis/solicitation W519TC-23-Q-0269 to 1300 central, 19 October 2023. The purpose of amendment 0001 is to answer industry questions regarding solicitation W519TC-23-Q-0269, as follows: Question: How much condensate returning to the feedwater tank? 0% 50% 100% Answer: 0% return on most applications. There could be conditions where we return some condensate. Question: Will this be a continuous application or a batch process? If it is a batch process, can you tell me how many hours a day it will be running? Answer: Continuous, 24 hours when in use. See attached "W519TC-23-Q-0269 Released" for complete details, terms and conditions. 1. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command – Rock Island (ACC-RI) hereby requests a quote for one mobile boiler unit to be installed at Pine Bluff Arsenal (PBA) in accordance with (IAW) Attachment 001 Statement of Work. 3. Solicitation W519TC-23-Q-0269 is issued as a Request for Quote (RFQ), and is a 100% Small Business set-aside, IAW FAR 19.502-2 and the terms and conditions below. This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13. 4. The Government Anticipates awarding one firm-fixed price purchase order. 5. The following NAICS code and small business size standard apply: NAICS: 332410, Size Standard: 750 employees. The applicable Product Service Code (PSC) is 4410 6. Vendor shall use Attachment 002 W519TC-23-Q-0269 PRICE MATRIX to submit its price quote. 7. The Purchase Order will be awarded in accordance with FAR 52.212-2 to the Lowest Price Technically Acceptable, responsive, and responsible contractor whose price is determined to be fair and reasonable. 8. FAR 52.212-1 Instructions to Offerors-Commercial Items, and any addenda to this provision, are applicable to this acquisition. 9. FAR 52.212-2 Evaluation – Commercial Items, and any addenda to this provision, are applicable to this acquisition. 10. Offerors shall submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer. 11. FAR 52.212-4 Contract Terms and Conditions – Commercial Items, and any addenda to this clause, are applicable to this acquisition. 12. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and any of the FAR Clauses marked, in the full text FAR 52.212-5 included below, are applicable to this acquisition 13. This acquisition is not rated in the Defense Priorities and Allocations System. 14. All questions shall be submitted by 1:00pm, Central time on 05 October 2023. The USG is not obligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered via amendment to the solicitation. 15. Delivery and installation shall be FOB to Pine Bluff Arsenal, Pine Bluff, AR 71602. 16. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, published 15 August 2023. 17.
