Answer: Proposals shall be submitted via e-mail to the Points of Contact given in the solicitation. Per addendum to FAR Provision 52.212-1 Instructions to Offerors, the proposal shall include a Technical Description of the services being offered, and a completed Price Matrix. See pages 13 and 14 of the solicitation. Question: How may I schedule a site visit if needed? Answer: Per addendum to FAR Provision 52.212-1 Instructions to Offerors, Offeror shall provide a quote utilizing the Attachment 002 Price Matrix. Offeror shall enter a price in each of the yellow highlighted fields of the Price Matrix. However, an offeror may provide their own pricing sheet and breakdown in addition to the price matrix. Question: Are all chambers fully operational, and if not, may you provide details of which chambers are having issues? Answer: There is one chamber that shuts down randomly. A reason for the random shutdowns has not been identified. Question: How well have the chambers been maintained? Amendment 001 to Combined Synopsis/Solicitation W519TC-23-Q-0206. 1. This amendment removes the requirement for Contractor Manpower Reporting (CMR). 2. The following updates have been made to Combined Synopsis/Solicitation W519TC-23-Q-0206: Attachment 001: PWS – Total Environmental Chambers Service, has been revised to remove all requirements for CMR. The revised PWS, Attachment 001: Total Environmental Chambers Service 08302023, is added as an attachment to this announcement. Attachment 002: W519TC-23-Q-0206 – PRICE MATRIX, has been revised to remove the CMR CLIN and pricing. The revised Price Matrix, Attachment 002: W519TC-23-Q-0206 – PRICE MATRIX 08302023, is added as an attachment to this announcement. Attachment 008: CDRL 006 Contractor Manpower Reporting, is hereby removed. CDRL 006 is longer a requirement of this contract. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command – Rock Island (ACC-RI) hereby requests a quote for preventive maintenance, reprogramming, instrument calibration, and repair services for Environmental Conditioning Chambers in support of Pine Bluff Arsenal (PBA) in accordance with (IAW) Attachment 001 “PWS – Total Environmental Chamber Service 3. Solicitation W519TC-23-Q-0206 is issued as a Request for Quote (RFQ). This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13. The Government Anticipates awarding a hybrid firm-fixed price and time & materials contract with a base year and two one-year options, as follows: Period of Performance: Base Period: Date of Award – 365 days after award Option Period 01: 366 days after award - 731 days after award Option Period 02: 732 days after award – 1,097 days after award 4. The following NAICS code and small business size standard apply: NAICS: 811210, Size Standard: $34,000,000.00. 5. Vendor shall use Attachment 002: “W519TC-23-Q-0206 PRICE MATRIX” to submit its price quote. 6. Contract will be awarded in accordance with FAR 52.212-2 to the Lowest Price Technically Acceptable, responsive, and responsible contractor whose price is determined to be fair and reasonable. 7.
