Under the authority of FAR 8.405-6(a)(1)(i)(B), the U.S. Army Contracting Command – Rock Island (ACC-RI) intends to issue a firm-fixed-price task order to Groundswell for its Audit, Inspection, and Review Solution (AIRS) via the DoD ESI BPA N66001-24-A-0061. This action supports the Civilian Human Resource Agency (CHRA) transition to the Enterprise Business System – Convergence (EBS-C). Justification for this sole-source action is based on the unique and highly specialized nature of Groundswell’s AIRS product, which seamlessly integrates with the Appian interface within EBS-C and is mandated by Army Audit Agency (AAA) policy for audit readiness. This notice is made IAW FAR 8.405-6(a)(2) and is not a request for proposals.
