The United States Property and Fiscal Office (USPFO) of Connecticut intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for construction of a composite Aircraft Support Equipment (ASE)/Vehicle Maintenance (VMXS) facility in the amount of 30,300 GSF and demolition of 22,777 GSF at the Bradley Air National Guard Base in East Granby, CT. Project funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. This project will be solicited as full and open competition. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The Product/Service Code (PSC) is Y1EB. The magnitude of this project is over $10,000,000. Brand Name/Sole Source Justifications will be posted with the RFP. The tentative date for issuing the solicitation is on-or about 1 November 2022. The tentative date for the pre-bid conference is on-or about 11 November 2022, time and location specifics will be in the solicitation. Interested vendors are encouraged to attend the pre-bid conference and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. The contract duration for this project will be seven hundred thirty (730) days after the Notice to Proceed (NTP) is issued. A Brand Name Justification and Approval will be posted with the solicitation which will address requirements for Advantor Security System, Federal Signal System Ultra Voice Remote Interface (UVRI), Monaco Mass Notification Panel and Monaco Fire Alarm Addressable Components. The solicitation will include the following Optional Line Items (OLIs): 1. VMXS Bridge Crane, 2. Clerestory Glazing at Shops, 3. Resinous Flooring, 4. Landscaping, 5. ASE Wash Bay and Equipment, 6. VMXS Weld Fume Extractor, 7. VMXS 4-Post Vehicle Lift with Alignment, 8. VMXS Wash Rack Equipment (Relocate), 9. Lockers, 10. VMXS Lube Dispensing System, 11. Northern Site Entrance Driveway, 12. LED Lighting at Covered Parking, 13. 25% of Covered Parking Canopy and 14. Demolition of Building 16. The tentative due date for proposals is on-or about 31 December 2022. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in Contract Opportunities at SAM.gov. Instructions for registering are on the SAM.gov website. The solicitation and associated information with the plans and specifications will be available only at Contract Opportunities, at no charge. The plans and specifications will be restricted and vendors will need to be certified by the Joint Certification Program to gain access, which requires the submission of a DD Form 2345 to the Defense Logistics Agency (DLA) at https://www.dla.mil/Logistics-Operations/Services/JCP/. This process is detailed in the Contract Opportunities Vendor Guide and takes about 7 to 15 business days. The USPFO-CT P&C intends to issue a solicitation and award of a contract to Construct Aircraft Support Equipment (ASE) and Vehicle Maintenance (VM) Facility. The Connecticut National Guard will not be responsible for any costs incurred by interested parties responding to this notice. THIS IS NOT A SOLICITATION. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The magnitude of this project is between $10,000,000 and $25,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 11 April 2022. This notification, which shall not exceed twenty (20) typewritten pages, must include: (1) Positive statement of intent to bid as a prime contractor. (2) A completed and signed Source Sought Information Request Form (attached). (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) A letter from your firm’s surety with your firm’s maximum bonding capacity per project. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
