This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. Solicitation number W50SC2-22-R-0003 is issued as a Request for Quotes (RFQ) using Simplified Acquisition Procedures (SAP). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-04 and the Defense Federal Acquisition Regulations (DFARS) Change December 30, 2021. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This solicitation is not being set aside for small business. The North American Industry Classification System (NAICS) code is 561720 and the small business size standard is $19.5 million. The Connecticut National Guard is seeking to establish multiple five year Firm-Fixed Price (FFP) Blanket Purchase Agreements (BPAs) for latrine services on C-130H-3 aircraft at Bradley Air National Guard Base. See the Performance Work Statement (PWS) for requirement details. Quotes must be for each individual call to service the latrine on one C-130H-3, and may include increased cost for each 12 month period. Quotes will be evaluated for best value; past performance, price and quality of the quote and services offered. 25% of the weighted evaluation factors will be past performance. Past performance will be evaluated by reviewing CPARS ratings. If no CPARS ratings are available then that offeror will receive a neutral rating for past performance. 75% of the weighted evaluation factors will be price. The evaluation of the quotes is subjective and the Government will enter BPAs with the responsible offerors whose offers are most conforming to the solicitation and will be most advantageous to the Government. Questions and/or requests for information (RFIs) must be sent to eric.m.hoss.mil@army.mil no later than 10:00 AM Eastern Time (ET) on Wednesday, February 9, 2022. Responses to questions/RFIs will be posted no later than 10:00 AM ET on Friday, February 11, 2022. Quotes due by 10:00 AM ET on February 16, 2022. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. All BPA Call Orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government does not intend to pay for any information under this notice.
