This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W50SC2-22-R-0002 is being issued as a Request for Proposal (RFP) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-02 and the Defense Federal Acquisition Regulations (DFARS) Change December 30, 2021. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This requirement is not being set-aside for small business. The North American Industrial Classification System Code is 721110 with a size standard of $35M. The Connecticut Air National Guard (CTANG) is requesting proposals that will meet the requirement for a Yellow Ribbon event in the Hartford/Middletown area of Connecticut on April 2, 2022. See the Performance Work Statement (PWS) for requirement details. Offers will be evaluated for best value; past performance, price and quality of the proposal and services offered. 25% of the weighted evaluation factors will be past performance. Past performance will be evaluated by reviewing CPARS ratings. If no CPARS ratings are available then that offeror will receive a neutral rating for past performance. 25% of the weighted evaluation factors will be price. 50% of the weighted evaluation factors will be quality of the proposal and services offered. The evaluation of the offers is subjective and the Government will award a contract to the responsible offeror whose offer is most conforming to the solicitation and will be most advantageous to the Government. Proposals shall include a cost breakdown showing the various costs which when added together equal the total price. The total price shall be placed on page 3 of the SF 1449. Boxes 30a-30c of the SF 1449 shall also be completed, and the SF 1449 submitted with the proposal. The Government intends to evaluate proposals and make award without discussions. Questions and/or requests for information (RFIs) must be sent to eric.m.hoss.mil@army.mil no later than 10:00 AM Eastern Time (ET) on Friday, February 4, 2022. Responses to questions/RFIs will be posted no later than 10:00 AM ET on Monday, February 7, 2022. The NAICS Code is 721110 and the PSC is X1AB. Invoices must be submitted into Wide Area Workflow for payment. Payment terms are NET 30 Days. Standard FAR and DFARS clauses will apply, see solicitation. SAM representations for FAR 52.204-24 and 52.204-26 must be current, or the offeror must return a signed copy of the solicitation with the representations at 52.204-24 and 52.204-26 on pages 6 and 8 of the SF 1449 completed. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than March 1, 2022. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation.
