The United States Property and Fiscal Office (USPFO) of Connecticut intends to issue a request for proposals (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the design and construction of a quarter-mile running track at the Bradley Air National Guard Base in East Granby, CT. Project Description: Design to 100% (Type B design services, excluding B-1) and construct, including all final design services, site clearing, site preparation, and paving, to provide a new quarter-mile running track. The new running track will be appropriately designed to applicable running track design standards for the safe execution of physical fitness testing, at a minimum including a smooth asphalt paved surface and a single line stripe to demarcate the quarter-mile distance, as well as an appropriate storm water drainage. Optional Line Items shall include additional lane striping (3 lanes), and a cleared and seeded infield. The existing site is relatively flat, but it is densely wooded with deciduous and coniferous trees, requiring clearing, grubbing, and grading. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237990, with a size standard of $39,500,000.00. The Product/Service Code (PSC) is Y1PZ. The magnitude of this project is between $500,000 and $1,000,000. Brand Name/Sole Source Justifications will be posted with the RFP. FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING applies to this project, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract...the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”. The date for the pre-bid conference is 06 August 2020, time and location specifics are in the solicitation. Interested vendors are encouraged to attend the pre-bid conference and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. The due date for proposals is 27 August 2020 at 2:00 PM EST. Interested offerors must be registered in beta.sam.gov. Offerors will need a DUNS number to register. Instructions for registering are on the beta.sam.gov website. The solicitation and associated information with the plans and specifications will be available only from beta.sam.gov. The solicitation number will be W50SC2-20-R-0005 issued by the USPFO-CT P&C, 360 Broad Street, Hartford, CT 06105.
