The North American Industry Classification (NAICS) Code is 236220 and the Size Standard for Small Business is $39.5M average annual revenue for the past three (3) years. Project magnitude is betw een $500,000 and $1M. A single aw ard is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. The United States Property and Fiscal Office (USPFO) of Connecticut intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repair of the existing base entry complex/main gate at the 103rd Air Control Squadron (ACS) in Orange, CT. Project Description: The installation requires adequately sized and appropriately configured facilities in good operational repair to support an Air Control Squadron. Specifically required is an installation entry/gate complex that is capable of safely handling large, heavy, oversized vehicles, and vehicles with towed trailers, such as those assigned to the unit, while providing for an appropriate level of security for the mission, personnel, and equipment. The entry complex function provides security to the installation from unauthorized access and contraband, while maximizing vehicle ingress and egress. This location is a geographically separated unit that experiences limited numbers of visitors. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The Product/Service Code (PSC) is Y1JZ. The magnitude of this project is between $500,000 and $1,000,000. Brand Name/Sole Source Justifications will be posted with the IFB. FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING applies to this project, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract...the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”. The tentative date for issuing the solicitation is on-or about 04 May 2020. The tentative date for the pre-bid conference is on-or about 14 May 2020, time and location specifics will be in the solicitation.
