See attachments for more detail. Questions and Answers: As of 14 September 2025, the Government is working on answers to an additional 65 questions. These answers are anticipated to be posted no later than 16 September 2025. Please refrain from sending additional questions until these answers are posted and reviewed, as many of the common questions are duplicative. Questions & Answers 1-86 was posted 16 September 2025; please review prior to asking questions. Amendment 0001 is issued on 14 September 2025, as detailed in the file "Combined Synopsis and Solicitation Amendment 0001", which fully replaces file "Combined Synopsis and Solicitation". The items changed are: 1. Extended the response due date. 2. Changed the required quote validity date to 45 days after the response due date. See the Addendum to 52.212-1(e). 3. Questions must be received no later than 23 September 2025. 4. Added a phrase to contact the POC of this opportunity if the quote file size will exceed 15mb in aggregate. 5. Corrected Note 3, Period of Performance (PoP), for inconsistencies in PoP for Reporting and Site Restoration. The prior listed PoP for these items would not have allowed sufficient time for completion if options were not exercised at time of award.

All interested parties should respond. The 115th Fighter Wing intends to issue a solicitation and award a firm-fixed price contract to remove and dispose of PFAS/PFOA compromised soil in accordance with laws and regulations. Any interested concern will provide this office, in writing, a notice stating its positive intent to submit a quote as a prime contractor no later than the date indicated on this notice. This notification, which shall not exceed five typewritten pages, must include ALL of the following: (1) Positive statement of intent to bid as a prime contractor (2) A completed and signed Source Sought Response Form (3) A listing of relevant projects completed during the past six years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. REQUIREMENT DETAILS: The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI is conducting market research seeking capable sources for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to remove and dispose of PFAS/PFOA compromised soil in accordance with laws and regulations. There is a single soil pile that is estimated at 13,200 CY of material and an estimated 19,600 tons. The work includes sample collection and analysis to characterize the extent of soil contamination. Sample results will be used to determine the appropriate method of disposal (hazardous vs. non-hazardous) or treatment for these soils. Using sample results, the contractor will load, transport, and dispose of the soil at an EPA-approved disposal facility, to be identified and coordinated by the contractor, in accordance with all federal, state, and local requirements.
