NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The 115th Fighter Wing Mission Support Contracting office intends to solicit and award a sole source contract, using the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, to Advantor Systems Corporation, 12612 Challenger Pkwy, STE 300, Orlando, Florida 32826, if funds are made available. The requirement is to provide and install Intrusion Detection Systems (IDS), Immediate Visual Assessment (IVA) cameras, and surveillance cameras at buildings 412 and 510, and integrate these systems with the existing base IDS and CCTV systems, which were provided and installed by Advantor Systems. Advantor Systems is the originator of the software, holds restrictive proprietary rights to the software and is the only known source that can satisfy the government's requirement. The only source authorized to upgrade and provide revisions is Advantor due to the proprietary nature of the software. The NAICS for the requirement is 521621, with a small business size standard of $25M. The magnitude of this project is between $250,000 and $500,000. This notice of proposed contract action is not a solicitation for quotes, bids, or proposals. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information, as well as evidence that the interested party can integrate it into the current Advantor system, to the point of contact no later than the date shown on this notice. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Description of requirement: The Government is conducting market research to determine the existence of potential sources able to provide, install, and integrate alarms, access control, and camera surveillance at Truax Field, WI, in buildings 412 and 510, as part of the base Intrusion Detection System (IDS). The IDS must be sourced from an approved vendor on the Non-Nuclear CMD list. Currently, the base utilizes Advantor Systems Corporation (ASC). Equipment must be compatible with ASC equipment, and it must be installed and fully integrated with the existing IDS. The NAICS code associated with the Sources Sought Notice is 561621. The Small Business size standard for this NAICS code is $25M. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Responses must include: 1. Company name, CAGE and UEI. 2. Demonstration of the capability to provide the equipment and fully integrate it into the current system with no effect on system function, warranty, or future servicing.
