This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FAR Part 13 procedures will be utilized. (ii) Solicitation W50S9F-22-Q-0011 is issued as a Request for Quotation (RFQ). (iii) All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective 1 May 2022, and Defense Acquisition Circular DPN 20220526, effective 26 May 2022. (iv) This RFQ is solicited as a 100% small business set-aside. The NAICS code is 488991 with a small business size standard of $30.0M. (v & vi) The 115th Fighter Wing, Wisconsin Air National Guard, is divesting a Media Blast Unit and requires its removal and palletization for shipping. The contractor shall remove and palletize the Media Blast Unit in a manner that allows components to be shipped and reassembled in a functional capacity per manufacturer’s specifications. Transport and reassembly are not a part of this requirement. Specific requirements are listed in the Performance Work Statement. Additionally, the file “Blast Booth Slides” is attached, which shows pictures of the booth and components. A firm fixed price contract award is anticipated. A site visit is offered; see section (xv) Instructions to Offerors for details and registration. The following line items are anticipated: Line Item; Description/Quantity Item 1: Disassemble and remove Media Blast Booth and all associated components, 1 EACH Item 2: Palletize and label Blast Booth Components, 1 EACH Item 3: Provide a comprehensive manifest identifying each pallet and its contents, 1 EACH (vii) Anticipated date for completion of all services is 31 August 2022. (viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, is not included in this solicitation. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. Determination of best value will include an evaluation of price, past performance, and technical. (x) The offeror must include a completed copy of the provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items with a quote, or be currently registered in the SAM website with Representations and Certifications completed. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xiii) The following additional agreement requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition: This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Governments intent to make award. This is not a commitment of funds or contract award. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit its payment request electronically using Wide Area Workflow (WAWF). Service Contract Labor Standards apply. See the attached wage rates that apply to Dane County, Wisconsin. All applicable provisions and clauses are attached to his solicitation. Quotes in response to this solicitation MUST include: a. Complete pricing for all items in the Performance Work Statement. b. A description of the offeror’s technical capabilities relating to this requirement, to include relevant past performance information or qualifications demonstrating that capability. c. The Offeror’s UEI (Unique Entity Identifier) and CAGE. d. A copy of the representation at FAR 52.204-26, or have completed the representation in the vendor’s SAM profile. 2. Quotes must be valid until 30 September 2022. 3. All contractors shall be fully registered in the System for Award Management (SAM) at the time a quote is submitted to the government. Offerors shall ensure SAM registration is active. 4. It is the interested Offeror’s responsibility to check Contract Opportunities on SAM.gov for updated information. 5. A site visit will be conducted at Truax Field, 3110 Mitchell St, Madison WI 53704 on June 9, 2022 at 10:00 am CST. Information provided at this site visit, as well as answers to questions, shall not alter the terms and conditions of the solicitation. In order to attend, interested parties must pre-register prior to 3:00pm CST on June 8, 2022. Register for the site visit by emailing the POC indicated on this RFQ. When registering for site visit include First Name, MI, Last Name, DOB, Driver’s License Number and home address for all parties planning to attend. Include the RFQ number and solicitation title in the subject line. You will receive a confirmation indicating where to meet. Failure to do so may inhibit participation at the site visit. The 115th Fighter Wing may have enough covered storage for all palletized materials, but all components must be covered properly for both shipping and in the event uncovered storage is required. 2. If not for the whole project, is there enough covered storage for the electronic components? The 115th Fighter Wing will provide covered storage for the electronic components, but components must be covered properly for shipping. 3. Is there an estimated amount of time that the items will be stored? It is estimated that the items will be stored for approximately one month.

This is a Sources Sought to identify sources capable and willing to perform this requirement. Transportation and reassembly are not included in this requirement. A site visit will be offered if a solicitation is released Description of requirement: The contractor will disassemble and remove the Media Blast Booth and all associated components. This includes the booth, reclaim system, separators, clean media hopper, control panel, sensors, and other associated booth components. The contractor will palletize Blast Booth Components. Major components should be palletized in a logical manner with only one component group per pallet as much as possible to facilitate reassembly. Each pallet shall not to exceed 9,000 LBS in total weight, 7 feet in total height, and 9 feet in one dimension to facilitate loading on semi-trailer. Components to be secured to pallet via vendor-provided banding, straps, wrapping, etc. to allow open air shipping via ground freight. Computers and other sensitive components must be protected from water intrusion.
