The primary purpose of this Sources Sought notice is to identify interested and capable small business sources in all socioeconomic categories in order to determine whether a small business set-aside is appropriate. This notice is for planning purposes only. All interested parties should respond via email directly to the POC shown. At a minimum, a response must include: 1. W50S9F-21-Q-0021 in the subject line. 2.Whether you intend to provide a quote, if a solicitation is issued. 3. Your affirmation of your company’s ability to provide the services listed below. 4. Small business status. 5. CAGE code or Sam Unique ID. The Wisconsin Air National Guard (WI ANG) requires a local marketing and advertising campaign to generate leads for recruiters. The campaign will only target Wisconsin individuals outside of a 50 mile radius of both Madison and Milwaukee in both of the following groups: 1) 18-39 year-olds who are unemployed or employed part time and 2) high school seniors. The contractor will: -Obtain and provide lists of individuals’ names and addresses in the above categories, which is expected to total approximately 100,000. -Match the names to social media, and deliver targeted social media ads to all who can be matched. -Produce and deliver full-color personalized mailers containing ANG graphics to all individuals on the lists. These will include a trackable QR code. Track and follow all website visitors who come from the Direct Mail QR code by using cookies that will allow for follow on advertising. Each mailer should be tracked and include a full color clickable link in the Informed Delivery email that goes out to US Mail recipients. -Deliver advertising to website visitors via search engine advertising and the leading social media advertising platforms through a “re-targeting” campaign. -Deliver reports showing the effectiveness and ROI of the campaign through call tracking and website lead matching telling the government how many leads came from the mailer, search engine advertising, and social media advertising. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/lnvitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.
