This is NOT a request for proposal or invitation for bid; this is for market research purposes only, to assist the Washington Air National Guard to gain knowledge of potential Small Business Concerns. All interested parties should respond. The 194th Wing, Washington Air National Guard anticipates a solicitation and award of a contract to provide non-personal construction services to construct an Air Support Group Operations Complex located at Camp Murray, Washington. This Sources Sought notice is to determine if there are an adequate number of qualified, interested small business concerns capable of responding to this sources sought. The scope of this project includes construction of a conventional shallow foundation with special reinforced masonry shear wall with brick and metal panel veneer main facility. The main facility square footage is approximately 56,600 S.F. and includes administrative, warehouse, simulation, and gym space. Adjacent construction will include the construction of several cantilever, concrete slab on grade covered parking structures; total square footage is approximately 15,000 S.F. Additionally, the scope includes the construction of vehicle parking, and roadway extension of 41st Division Way. Construction is to be completed in accordance with applicable Unified Facilities Code Criteria. The magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is 39,500,000 average annual revenue for the previous five (5) years. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. SUBMISSION REQUIREMENTS: All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 31 January 2022. This notification, which shall not exceed five (5) typewritten pages, must include (1) positive statement of intent to submit a proposal as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (see attachment to this Sources Sought Notice) and (3) A listing of projects completed during the past five (5) years, both for government and private industry, relevant to new building construction. The name/type of project, description, dollar value, contact number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this Sources Sought will be used within the 194th Wing Contracting Office, Washington Air National Guard, to facilitate decision making and will not be disclosed outside the Federal Government.
