This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W50S9E21Q0008 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, Dated 12 July 2021 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20210520. It is the contractor’s responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) code 238210 with annual revenue not to exceed $16.5M. The government intends to award a Firm Fixed Price (FFP) contract to a qualified Total Small Business deemed responsive in accordance with Federal Acquisition Regulation (FAR) Part 13. Quotes must conform to all requirements outlined in this Request for Quote (RFQ) and will be evaluated based upon technical acceptability, acceptable past performance, and acceptable price. Delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive. This acquisition is set aside for 100% small business and is also restricted to the state of WA. This means that in sam.gov your company must be registered within the state of WA. In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Description of Requirement: CLIN 0001: The vendor will install and terminate fiber optic cable in multiple buildings as described in accordance with the statement of work. $______________Total Performance Work Statement: This project consists of the installation of 12 Single Mode FOC from Bay Area Comm Closet to Under Stairs Comm Closet of building 127, 12 Single Mode FOC from Room 21 (mechanical room) to Room 14C of building 107 and 12 Single Mode FOC from Room 124 to Room 127C in building 101. This project also consists of splicing the 12 Single Mode FOC just installed in building 127 Bay Area Comm Closet to existing 12 Single Mode FOC originating at Building 113. This project also consists of splicing the 12 Single Mode FOC just installed in building 107 Room 21 (mechanical room) to existing 12 Single Mode FOC originating at building 113. This project also consists of splicing the 12 Single Mode FOC just installed in building 101 Room 124 to existing Single Mode FOC originating at building 113. Cables installed in Building 127, Under Stairs Comm Closet; Building 107, Room 14C & Building 101, Room 127C will be terminated in existing racks, matching existing equipment. 194CF will specify rack locations. This project will also consist of terminating existing 12 each Single Mode FOC in building 113 that originates from building 127 & 107. All FOC will be tested end to end and results provided to 194 CF for verification. 1. GENERAL: The Engineering and Installations contractor shall employ, directly or through a subcontract, qualified communications engineers who are certified as Registered Communications Design and Distribution (RCDD) engineers by the Building Industry Consulting Services International (BICSI). The contractor shall employ qualified installers to properly place, terminate and test all related communication cabling. The contractor shall obtain the communications services requirements for the building from the contracting officer or his designated representative during the initial engineering survey. 2. SYSTEM DESIGN: The system shall be designed by the contractor in accordance with the guidance and criteria contained in the contract, this SOW, Air National Engineering Technical Letter 15-1-05 “Electrical and Communications Engineering” and BICSI Telecommunications Distribution Methods Manual (NOTE: In case of conflicting requirements, the order of precedence is as listed above). Components of the communications cabling and distribution system shall include, but not be limited to cable, telecommunications closets, distribution system (raceways and pathways), communications cables, user outlets, connection hardware. The system design shall meet or exceed the following minimum requirements: concealment of all cable, hardware and equipment, no defacement to the building structure, easy access to installed cables, safe working environment for users and maintainers, minimum life cycle cost to maintain and rearrange the system to accommodate user moves and growth in communications services requirements, and easy management of cable routing and connections. The project package will include installation requirements to perform full 100% QA/QC testing of all circuits proposed and provide hard copy test results and as-built diagrams. All materials proposed to be utilized by the contracted engineer shall be approved for use by the communication flight Communication System Office (CSO). 3. OPTICAL FIBER CABLE: All optical fiber cable and material will be provided by the contractor and terminated in existing cabinets on existing racks, locations to be specified by the 194CF. All splice cases will be wall mounted at locations specified by the 194CF. Maintenance loops will be 20" feet on both ends of the cable runs in all three buildings. The service loops will be located in the ceilings, neatly coiled, secured, and will not exceed the Minimum bend radius of the cable. 4. FIRE STOPPING: Where horizontal penetration must be made to facilitate installation of the optical fiber cables, each penetration will be made and then the fire rating will be restored using approved materials and methods. Sleeves will be installed where required by code and must be approved by the Base Civil Engineer. 5. INSTALLATION METHODOLOGY: All work will be completed to conform to the latest edition of: Air National Guard Engineering Technical Letter 5-01-05 Manufacturers’ specifications. TESTING: All cable installed will be tested per BICSI Telecommunications Distribution Methods Manual Chapter 11 (Field Testing). Any deviation must be approved by the Base CSO. A hard copy and an electronic media of choice as selected by the owner (e.g., compact disc [CD] or flash card) containing the test results will be provided to the Base Communications Office. 7. DOCUMENTATION AND SCHEMATICS: Upon completion of the project, the installation activity will provide an as- built package to the District that will contain the following items: Updated floor plans; Hard and Electronic copy size and type to be determined by base CSO. Wire/cable routing schematic Facility assignment records All cable test results Photographs/videotape as appropriate Warranty as applicable 8. QUALITY ASSURANCE AND ACCEPTANCE TESTING: The installation activity shall accompany base CSO or designated representative on an inspection of the communications cabling and distribution system. The system shall be visually inspected for workmanship, damage, construction flaws, and defects and to insure all components are properly marked and identified. The Installer shall correct all deficiencies noted during the inspection in accordance with the terms of the contract. 9. DELAYS TO PROJECT: Delays caused by the installation activity will result in proportional delays in the completion of the renovation project. All costs incurred by Camp Murray as a result of the said delay will be passed along to the installation activity on a cost-plus basis. 10. DAMAGE TO INSTALLED PHYSICAL PLANT: Damage caused to physical plant installed by the installation activity, will be repaired or replaced at the Civil Engineers option. All cost associated with the said repairs or replacement work will be passed along to installation activity on a cost-plus basis. Any delays caused by the said work will result in a proportional delay in the completion of the project. 11. ANTI-TERRORISM OPERATIONS SECURITY INFORMATION REQUIREMENTS a. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. b. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. c. AT Level I Training. This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. This is a best value decision. “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.
