This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W50S9D-20-Q-5002 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, Dated 15 Jan 2020 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20200114. It is the contractor’s responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) code 332321 with a Small Business Size Standard of 750 employees. The government intends to award a Firm Fixed Price (FFP) contract in accordance with Federal Acquisition Regulation (FAR) Part 13. Quotes must conform to all requirements outlined in this Request for Quote (RFQ) and will be evaluated based upon the Best Value Decision. Delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive. In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government. Description of Requirement: The 141st Air Refueling Wing (ARW) has three hangars with fabric hangar doors. There are ten (10) hangar doors and the length of each door is approximately 51 feet. The bottom beams are built-up welded box beams. The door fabric requires removal and re-attachment to complete the weld inspection. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform weld inspection services, as defined in this PWS.
