Project Name: Repair Water Mains and Roads UPDATE: The purpose of this notice is to provide solicitation amendment 0003, which includes a Sabre Street Drawing Revision and an additional questions and answers document. UPDATE: The purpose of this notice is to provide solicitation amendment 0002, which includes multiple significant updates to the original solicitation and an additonal questions and answers document. UPDATE: The purpose of this notice is to provide solicitation amendment 0001, which includes multiple significant updates to the original solicitation. UPDATE: The purpose of this solicitation update is to provide the questions and answers generated from the pre-bid site visit and to update relevant attachments. A formal amendment is forthcoming to address other relevant items. NOTICE: Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. The contract award will be contingent upon the receipt of funds and after bids are publicly opened with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. All questions regarding this notice shall be submitted in writing to jacob.caldwell.5@us.af.mil and bruce.weaver.4@us.af.mil All contractors proposing on Department of Defense (DoD) solicitations shall be registered in the System for Award Management (SAM) database prior to award of the contract. The 151 ARW, Utah Air National Guard, Salt Lake City, UT hereby issues an Invitation for Bid (IFB) to award a single, firm fixed-price contract for the following: Repair Water Mains and Roads, which is comprised of the construction of roads and associated curb gutters and sidewalks, replacing water service mains and laterals, and fire hydrants and storm drain catch basins. Water meters and detector check valves will be removed and new ones installed at new locations. The contractor shall furnish all plant, tools, equipment, materials, supplies, manufactured articles, labor, and transportation. Contractor shall also furnish services including fuel, power, water, and essential communications, and perform all work or other operations required for the fulfillment of the contract in strict accordance with the contract documents. This requirement is for the base bid work to Repair Water Mains and Roads for Mustang Lane and North Loop with 2 (two) Options, which will accomplish the same scope of work for 1. Patriot Way and 2. Sabre Street. Interested bidders are advised that there is a brand name requirement for a detector check valve, Hersey Model DC. This requirement applies to the Mustang Lane and North Loop base bid and is addressed in the drawings (See Attached Brand Name Justification and Approval Document). The projected magnitude of this procurement is between $5,000,000.00 and $10,000,000.00. The place of performance is the 151st Air Refueling Wing, Roland R. Wright ANG Base, Salt Lake City, UT 84116. The solicitation close date/bid opening date is set for 31 August 2020 at 10:00 AM MDT. A pre-bid conferenence is scheduled for 11 August 2020 at 9:00 AM MDT. The period of performance for the work to be completed for the base bid and options is 365 calendar days after the notice to proceed (NTP) has been issued. This acquisition is set-aside and limited to Small Business firms within the assigned North American Industry Classification System (NAICS) code of 237110, Water and Sewer Line and Related Structures Construction, with a small business size standard of $39.5 Million. All relevant solicitation documents are included herein and CD's OR PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.
