The small business size standard is no greater than $19 million in average annual receipts over the past three years. FAR 52.232-18, Availability of Funds Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation. Persons intending to submit a bid are strongly encouraged to attend the Pre-Bid Conference and Site Visit on 5 Dec 2023 at 9:00 a.m. Central Daylight Time. The project consists of contractor replacing two boilers, two circulating pumps, two motor starters for the pumps, two flow switches, four isolation valves, replacing insulation to match existing insulation, two solenoid valves, six temperatures gauges and five pressure gauges at 164th Airlift Wing Tennessee Air National Guard Base, Memphis, TN. This particular building supports Logistics & Readiness personnel operations that are essential to the flying mission. Connecting to the base wide DDC system is within scope of this project. The objective of this project is to achieve a complete and useable system controlled through a BACNet IP base DDC system. Per the attached Performance Work Statement (PWS). The Government will award a contract resulting from this solicitation to the responsible bidder whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other price-related factors. The contracting officer will award to the offeror whose offer represents best overall value to the Government. The Government intends to make award without discussions. However, the Government reserves the right to hold discussions if it is in the best interest of the Government to do so. Bidders must provide information on price, delivery, Tax ID number, Cage Code and UEI number.
