Work shall be performed in accordance w ith (IAW) the plans and specifications. This project is set aside for small businesses. The North American Industry Classification System (NAICS) code is 236220 and the Small Business Size Standard is $39,500,000.00 in average annual receipts for the past three years. Construction project magnitude is betw een $5,000,000.00 and $10,000,000.00. Persons intending to submit a bid are strongly encouraged to attend the Pre-Bid Conference site visit. See Section 00100 for location and date. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than midnight 30 Sep 2021. This action has been identified on the National Guard priority list for awards if funds become available and the prices received are within an awardable range. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors

Description: On or about December 29, 2020 an Invitation for Bid (IFB) will be issued for repair and construction of Building 420 on the 134th Air Refueling Wing at McGhee Tyson Air Base located in Louisville, TN The contract duration will be approximately 365 days after issuance of the Notice to Proceed (NTP). The solicitation will be a Total Small Business Set Aside. The North American Industry Classification Code (NAICS) is 236220 with a small business standard of $39,500,000.00 The estimated constructions costs of this project will be between $5,000,000 and $10,000,000.00 A pre-bid conference/site visit will be held on or around January 5, 2020 at a location and time to be determined in the solicitation. Please do not submit request for plans and specifications as they will be listed in the upcoming solicitation. Project Description: The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project for the renovation of an existing dining and medical training facility consisting of approximately 23,200 SF. The project includes but is not limited to reinforcement of sections of unstable subsoil for adequate building foundation support, repair building floor slab and wall assemblies due to subgrade settlement and failure. Provide elevator and shaft assembly with all controls. Provide fire protection sprinkler system on both levels with water supply connections to site utilities. Repair and upgrade building HVAC systems and indoor environmental controls. Replace interior lighting systems to more energy efficient fixtures. Replace and repair select interior/exterior doors. Repair piping leaks, piping insulation, replace suspended ceiling systems, repair interior floor finishes, and upgrade interior wall systems and finishes. This project requires construction compliance in accordance with UFC 1-200-02, High Performance and Sustainable Building (HPSB). Proposed project will be a Firm Fixed Price contract. There are four (4) options included on this project which include (1) replacing additional windows, (2) an elevator tower to roof extension, (3) reseal pavement, restripe, and additional hardscaping, and (3) Kitchen equipment. There are two brand name requirements in the specifications. Schneider Electric SmartStruxure Energy Management Control Systems (EMCS) and the Monaco Fire Alarm and Mass Notification System.
