I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation will be using FAR part 12 and 13 procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. II) Solicitation W50S98-20-Q-0104 is being issued as a Request for Quote. III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2020-04. IV) This procurement is set aside for small business. The NAICS code is 335112 and the small business size standard is 1,250 EMP. V) Line Items: CLIN 0001- Simplex Trident Trailer Load Bank System or equal 1EA VI) Item Description: Simplex Trident Trailer Load Bank System Shall at a minimum contain the following: The load bank shall be a completely self-contained, trailer mountable unit which shall include all resistive load elements, load control devices, load element branch circuit fuse protection, main load bus and terminals, cooling system, control power supply, unit controller and malfunction detection system and type 3R enclosure. Shall be capable of dual voltage, 120/208 and 240/480 VAC 3-phase. Minimum of 500kW @ 1.0 power factor at 240/480 volts, 60 hertz, continues duty cycle rated. Selectable internal and external fan and control source. The element wire mechanically supported over entire length such that if a wire should break, the broken wire segments will not short to adjacent conductors or to ground. The load control for branch circuit contactors for each load branch shall have contactors with enclosed contacts and dual voltage re-connection via contactors. Element protection for dual voltage branch circuit fuses for each load step. Cooling shall be forced air, dual voltage motor driving an aluminum fan blade with circuit protection. System protection shall minimally consist of fan failure, high exhaust temp, hi intake temp, overvoltage, lock out and alarm. Connections shall be Cam-Lok style connector plugs mounted, four connectors per phase and two ground connectors. Cam-lok type (90 degree twist lock electrical connectors) 16 series rated at 600 volt and 400 amp each with snap-back covers. Shall also include two per phase of 150 amp, 600 volt, 15 series cam-lok style connectors, and two corresponding grounds with snap back covers. Phases shall be color coded; Black, Red, Blue, ground will be Green. Shall include a cable storage system providing minimum of 2 storage reels with manual rewind and the ability to be manually operated. Each reel shall have minimum capacity of 400’ and have a cable reel enclosure. Load bank control panel shall be weatherproof in an enclosed hinged protective cover. Shall have capability of 5kW load steps, metering to include; voltage, frequency, amperage, kilowatts. Master load control, fan control, voltage selector, indicators for normal operation, fan failure, high exhaust temp, high intake temp, over-voltage. Trailer which the load bank is mounted on shall have a 3” pintle ring, surge brakes, DOT lighting, reflectors, safety chains, front lift jack, rear stabilizers. Load bank approved color, grey; Trailer approved colors, grey. Vendor shall submit specifications for any equal items quoted. IX) Provision at 52.212-2, Evaluation-Commercial Items applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and technical specifications. Technical specifications and price, when combined, are equal. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
