Refer to attached Solicitation W50S94-21-Q-0001, PWS, and all other associated attachments: Operations of the 143 AW at Quonset Air National Guard Base (QANGB), North Kingstown, RI, that impact stormwater are regulated by the federal Clean Water Act. The Rhode Island Department of Environmental Management (RIDEM) is delegated to enforce the CWA in the state. The RIDEM regulates the operations of the 143 AW by a Rhode Island Pollution Discharge Elimination System (RIPDES) Individual Permit No. RI0021555. The permit conditions require quarterly sampling and analysis of stormwater during controlled events (identified as Dry Weather) and qualifying rain events (identified as Wet Weather). Full details are provided in Section 5.0. It is the responsibility of the 143 AW to follow the sampling conditions in the permit.
