The USPFO for RI intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, equipment, labor, devices, tools,materials, transportation, services, supervision and all miscellaneous requirements to perform all operations in conjunction with the efforts to accomplish the work necessary for the Demolition and Construction of a GYM and Storage Building 12 at Quonset Air National Guard Base, in North Kingstown, RI. Work includes the demolition and disposal of the existing approximately 4,100 SF Quonset Hut Building. This includes the associated asbestos and lead based paint abatement. Work includes construction of new, pre-engineered metal facility, approximately 4,100 SF in size. Pre-engineered metal building shall have similar shape as existing Quonset Hut. Site work is included. All work shall be complete and function as intended, as if identified exclusively. All work shall be accomplished in accordance with applicable drawings, specifications, industry standards, applicable Building and Environmental Codes, Regulations, and Laws. Project elements include, but are not limited to: sitework, utilities, construction of new building and associated foundations, HVAC systems, plumbing, restrooms, power, lighting, and telecommunications. Contractor shall comply with all applicable UFCs and ANG ETLs, in addition to Federal, State and local regulations. Consists of a Base Bid Line Item and Three Options: Option 1 Floor Coverings, Option 2 Windows, and Option 3 TV Mounts, CATV conduit etc... There are three brand name requirements identified within the project. Three requirements are Bradley Model mop and broom holder, Tyvek PPE for hazardous material abatement, and Panduit transformer warning signs. J&As will be posted at time of solicitation release. The contract duration is 365 days after notice to proceed. This project is 100% set aside for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude of construction is between $1 million and $5 million. Your attention is directed to FAR Clause 52.219-14 (e)(3) (Deviation 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states "by Submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amoun that cannot be exceeded. The tentative date for issuing the solicitation is on-or-about 15 August 2020. The tentative date for the pre-bid conference is on-or-about 19 August 2020, 2:00 PM local time, location will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
