The purpose of this amendment is to upload the "RESPONSES TO QUESTIONS FOR SOLICITATION W50S9325QA003.pdf" document into the attachments/links section of this solicitation. ------------------------------------------------------------------------------------------------------------------------ This is a combined synopsis solicitation number W50S9325QA003 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line-item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. Please see FAR 13.004-Legal effect of quotations. The 156th Wing, Muñiz ANGB -Carolina, Puerto Rico Air National Guard, has a requirement to obtain quotes for Regularly Scheduled Drills (RSD) Lodging in the San Juan-Isla Verde greater area, PR. The 156th Wing intends to enter into a contract to provide room nights beginning from Monday, 9 January until Tuesday 31 January 2025. Lodging facilities must be within fifteen (15) road miles of Muñiz ANGB -San Juan- Isla Verde, PR. Double rooms shall have two queen or single beds with a sofa-that can be converted into a bed and single rooms shall have a King or queen bed with a sofa-that can be converted into a bed. For the purposes of evaluating proposed lodging pricing, our agency shall adhere by mandated current Department of Defense (DoD) travel rates or Pier Diem applicable to determine its reasonability. See solicitation contained Performance Work Statement for more details. 1. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 721110 (Hotels (except Casino Hotels) and Motels) and the Size Standard for Small Business is $32.5 Million. 2. Period(s) of Performance: 9-31 January 2025 (110 Room Nights required) 3. Quantities and type of rooms required: a. Number of rooms: 65 double rooms and 5 single rooms To place your offer, simply include your pricing in the contract line item (CLIN) #0001 and reflect the same total at the bottom end as your grand total in the enclosed solicitation (standard form 1449) for each type of room requested and complete block 17 (your business name and Cage code) and block 30 (all letters) as a certification that the offer is duly approved by your business. To ascertain accuracy in your offer, businesses are encouraged to include their hotel property “Pro-Forma” quote format to provide a breakdown of the pricing being offered including room pricing per night for the dates shown per type of rooms specified and any other capabilities/amenities relevant to ascertain technical capabilities requested in paragraph 5.0 of the enclosed Performance Work Statement (PWS) 3. Basis of award: Award will be made to the lowest priced quote that meets all the technical requirements specified in this solicitation and outlined in the PWS. The Government intends to award a contract without discussions with elegible offerors. Proposal’s that fail to meet the government’s schedule and ALL technical requirements will be deemed technically unacceptable and disqualified from competition. The following factors will be used to evaluate offers: A) Price and B) Technical. 1. Price, Lowest Evaluated Acceptable Quote that meets Federal Government’s local per diem/lodging rate for San Juan-Isla Verde, Puerto Rico. 2. Technical Acceptability: Hotels will be expected to meet a minimum of Midscale quality. Technical acceptability will be based on the quotes compliance with the Solicitation and Performance Work Statement (PWS). Please place attention to the requirements depicted in Paragraph 5.0 (Requirements) of the PWS. Technical will be considered acceptable or unacceptable: 1. Acceptable: Quote clearly meets the schedule and requirements of the solicitation. 2. Unacceptable: The quote does not clearly meet the schedule and requirements of the solicitation. 1. All offers must list Unique Entity ID (SAM. Gov) number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a Unique Entity ID number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make an Offeror ineligible for award. There is no need to include sales taxes in your pricing as a Certificate of Exempt Purchases can be furnished being an exempted Federal agency upon award. Contractor must also be registered in Wide Area Workflow (WAWF) to receive payment through electronic funds transfer.
