The correction is to establish that this effort will be 100% small business set-aside. "Solicitation Amendment - W50S9324QA0080001" is uploaded into the attachments/links portion of this notice . ------------------------------------------------------------------------------------------------------------------------ This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. The Puerto Rico Air National Guard intends to acquire services for the sampling and analysis of Per and Polyfluorinated Alkyl Substances (PFAS) to identify any potential environmental contamination in drinking water and quantify the presence of PFAS. The Contractor will be responsible for providing all necessary supervision, personnel, labor, materials, equipment, and facilities per the terms, conditions, and specifications required to collect and test for potable water samples for PFAS in all three installations of the Puerto Rico Air National Guard (ANG): Muniz ANG (Carolina, P.R.), Punta Salina ANG Site (Toa Baja, P.R.), and Punta Borinquen Radar Site (Aguadilla, P.R.) and provide a report with findings and laboratory results. The contracted laboratory must follow 40 CFR requirements, USEPA Certification for Drinking Water, and maintain successful accreditation with NELAC and ISO 17025. 1. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 541380 Testing Laboratories and Services and the Size Standard for Small Business is $19.0 Million. 1. Period of Performance Period of Performance: 30 calendar days (1 month) Place of Performance: Services are to be rendered on all three (3) military installations of the P.R Air National Guard: Muniz Air National Guard Base (Carolina, P.R.), Punta Salinas ANG Site (Toa Baja, P.R.), and Punta Borinquen Radar Site (Aguadilla, P.R.) formerly Ramey Radar Site. Site Visit An opportunity for interested bidders is available to visit proposed areas for sampling collection on all three installations. An initial site visit is scheduled for June 13, 2024 at 10:00AM EST for Muñiz Air National Guard Base, Carolina, P.R, Address: 200 Jose A. Santana Ave. Carolina, P.R 00979-1502. Subsequent dates will be set/announced after this first visit for the two other locations and publicized/updated in this notice. Attendance is not mandatory but highly encouraged. Our agency is interested on conveying to interested bidders the level of effort this project entails. Due to security conditions, all offerors must register to attend this conference and site visit. Technical Acceptability, at a minimum, is defined as meeting all of the criteria in specifications. Basis of award: Award will be made to the lowest priced quote that meets all the technical requirements specified in this solicitation and outlined in the PWS.
