The purpose of this ammendment is to make a clarification on the amount of rooms needed: Although 234 room nights are needed for all sought incoming personnel throught the 1 - 30 June period, demand for higher availability will be required for the night on 2-3 June, where for each night total of 68 rooms will be required for a grand total of 136 rooms for those dates. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. The 156th Wing-Muñiz Air National Guard Base, Carolina, Puerto Rico has a requirement to obtain quotes for Regularly Scheduled Drills (RSD) Lodging in the Carolina-San Juan greater area, PR. The 156th Wing intends to enter into a contract to provide room nights beginning from Thursday 1 June, 2023 until June 30, 2023. Lodging facilities must be within fifteen (15) road miles of Muñiz Air National Guard Base, Carolina, PR. The contractor shall provide 234 (Two hundred and thirty-four) double rooms nights for military personnel. Double rooms shall have two queen or single beds with a sofa-that can be converted into a bed and single rooms shall have a King or queen bed with a sofa-that can be converted into a bed. For the purposes of evaluating proposed lodging pricing, our agency shall adhere by mandated current Department of Defense (DoD) travel rates or Pier Diem applicable to determine its reasonability. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 721110 (Hotels (except Casino Hotels) and Motels) and the Size Standard for Small Business is $32.5 Million. 1. Period of Performance Period of Performance: 1-30 June 2023 1. The number of personnel requiring lodging will fluctuate based on mission requirements of the 156th Wing Muñiz ANGB, Carolina PR ANG. 1. Basis of award: Award will be made to the lowest priced quote that meets all the technical requirements specified in this solicitation and outlined in the PWS. The Government intends to award a contract without discussions with respective offerors. Proposal’s that fail to meet the government’s schedule and ALL technical requirements will be deemed technically unacceptable and disqualified from competition. The following factors will be used to evaluate offers: A) Price and B) Technical. Price, Lowest Evaluated Acceptable Quote that meets Federal Government’s local per diem/lodging rate for Carolina-San Juan, Puerto Rico. Technical Acceptability: Hotels will be expected to meet a minimum of Midscale quality. Economy style hotels will not meet technical requirements. Technical acceptability will be based on the quotes compliance with the Solicitation and Performance Work Statement (PWS). Technical will be considered acceptable or unacceptable: Acceptable: Quote clearly meets the schedule and requirements of the solicitation. Unacceptable: The quote does not clearly meet the schedule and requirements of the solicitation.
