SYNOPSIS-GENERAL Document Type: Solicitation Number: W50S9320R5014 Classification Code Z2PZ – Repair or Alteration of Other non-building facilities Set Aside: Small Business (SB) Concerns NAICS Code: 238990-All Other Specialty Trade Contractors Estimated Project Magnitude between $25,000 and $100,000 The 156thAirlift Wing at the Muniz Air National Guard Base, Carolina, PR intends to issue a Request for quote (RFQ) to award a single firm fixed- price contract to provide supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items of the contained Scope of Work, for the repairs and replacement of Building #11 entry control point area, gates, damaged portions of the fence, the installation of a temporary guard house and an option to fix the existing guard house facility. Works consists in repairing existing 32 feet chain link fabric fence gate. Presently this entrance remains close and is not in use. In addition some portions of the existing fence, barbed wire, concertina wire and wire supports need to be replaced. This project provides the required fence modifications to fix and reuse if necessary this secondary entrance control point. Magnitude of this project is between $25,000 and $100,000 Construction/contract completion time is 180 days after notice to proceed to include inspection and punch lists. The North American Industry Classification System (NAICS) code for this work is 238990. The small business size standard is $16.5 million. This action is being procured as a 100% Total set aside for Small business concerns. The tentative date for a mandatory pre-bid conference/site visit is on-or about 17 July 2020 10:00AM (Local Time) at Bldg.11, Muniz Air National Guard Base, Carolina, PR. Interested contractors are encouraged to attend and shall follow Site Visit registration and base access requirements shown in the solicitation. The deadline to submit any questions to the government will be 24 July 2020 at 4:00pm local time. The tentative date for issuing the award is expected to be on-or about 11 August 2020. The solicitation closing date is scheduled for on-or about 7 August 2020at 12:00PM EST (local time). Actual dates and times will be identified in future ammendments to this notice. This Request for Quote (RFQ) is issued in accordance with FAR 12 and in conjunction with Simplified Acquisition Procedures FAR 13. Evaluation of price and other factors will be performed in accordance with procedures outlined in FAR 13.106. A single award will be made to the lowest fair and reasonable priced quote that meets the acceptable past performance and technical capability criteria provided within this section of the RFQ.
